Romania - lots of companies lining up as investors in Cernavoda-3 and -4

Romania: Fifteen companies and consortiums submitted letters of intent by 23 June for the participation as potential investors in the completion of the Cernavoda-3 and -4 nuclear power reactors. However, after a review of the letters by the Evaluation & Negotiation Commission appointed by the Ministry of Economy & Commerce, the list of companies deemed qualified for the completion, commissioning and operation of the units was narrowed down to 13. These are: Electrabel SA (Belgium); Electrica SA (Romania); RWE Power (Germany); E.On Energy (Germany); Enel (Italy); Iberdrola SA (Spain); KHNP (South Korea); AES Romenergia (USA); Ansaldo (Italy)/AECL (Canada) consortium; Unit Investments (Luxembourg)/Dogan Enerji Yatirimlari (Turkey)/Dogus Holding (Turkey) consortium; Gabriel Resources (Canada); ALRO Slatina (Romania); and, ASAM-TESS CONEX Iasi (Romania). After further negotiations, the successful bidder(s) are expected to establish a joint venture with Societatea Nationala Nuclearelectrica SA (SNN) for the construction and operation of Cernavoda-3 and -4. Romania seeks partners for new reactor

The Romanian government has advertised for companies interested in completing Cernavoda unit 3 - a 700 MWe Candu 6 unit - through a public-private partnership arrangement. Financing is expected to be organised early in 2006 so that the unit comes on line in 2011. Of almost US$ 1 billion, some 70% would be debt financed against future cash flow and assets, requiring a secure long-term sales contract for power. The project company would complete, own and operate the plant for a concession period of 40 years. Cernavoda 2 is 71% built and due to start up in 2007. [Energy in E.Europe 3/9/04]

Low Danube River level prompts Cernavoda shutdown

Due to low level of the river Danube, Cernavoda nuclear plant started shutdown procedure at 5:30 pm local time. The river level dropped by over sixteen inches in the three days before the shutdown decision. Meteorologists expect the level to continue to fall in coming days. Romania plans to increase generation at coal-fired plants to make up for the shutdown of the 750-megawatt nuclear plant.

Cernavoda-2 will raise nuclear share to 20% of Romania's electricity

In 2007, the completion of Cernavoda Unit 2 will raise the contribution of nuclear power to the National Power System to 20 per cent up from the current 10 per cent. AECL (of Canada) and Ansaldo (of Italy) have invested 700m dollars in the project. Unit 2 is expected to produce electricity for 12 dollars per MWh, the same price as Unit 1, with the delivery price to Electrica is expected to stand at 26.5 dollars per MWh. A third unit may also be built. Mean individual dose to Romanians from Chernobyl accident (over 50-year period) is projected to be 600 microSieverts. The collective dose to Romanians over the same period is projected to be 13,500 person-Sieverts. The projections take into account inhalation from the passing cloud, ingestion through the food chain, and external irradiation from deposited radioactivity, and are based on the MESOS dispersion model developed by Helen ApSimon of Imperial College, as applied by W.
