North Korean cargo ship fends off pirate attack, accepts medical help from US Navy
It has taken half a century, but North Korea and the United States have finally found a common enemy: the pirates prowling the waters off the coast of east Africa.
In one of the world's most unlikely rescues, a US naval vessel cruised to the support of a North Korean cargo ship this week after it repulsed a boarding by Somali pirates. The mission - which would have been almost unthinkable a year ago - was described by US diplomats as a goodwill gesture that underscored the thaw in ties between two of the cold war's oldest and, until recently, most bitter enemies. US sailors were invited aboard the North Korean ship to provide medical assistance to wounded crewmen ... The coast off Somalia has the world's second most pirate infested waters, after Indonesia. There have been more than two dozen shipjackings already this year.
Pyongyang has yet to comment on the incident.

North Korea - Yongbyon "disablement" this week is of a reversible nature
North Korea starts disabling the plant at the heart of its nuclear arms program this week, but
analysts say Pyongyang could be back in the plutonium-producing business within a year.
"All disablement steps are welcome and will slow the North down. However, the North defines disablement as
being reversible," said Siegfried Hecker, a professor at Stanford University and one of the few U.S. scientists to have visited the Soviet-era
Yongbyon complex. In an
e-mail to Reuters, Hecker wrote that in their current stand-down mode, the facilities could be restarted in a matter of days,
but the International Atomic Energy Agency would be aware of such a move because of monitoring equipment it
has installed.
In the next step due to begin this week, nuclear equipment is likely to be taken out as part of a low-level
disablement that could be reversed in about a year, said Kim Tae-woo, a senior research fellow at the
South's Korea Institute for Defence Analyses.
"High-level disablement would be like pouring cement into the insides of the car with no tires," Kim said.
"Low level would be like leaving the engine but just pulling out the generator so the car doesn't start."

North Korea - apparently dissuaded from missile test by China (oops - this conclusion was shown to be wrong within hours)
Washington and Japan have said in recent weeks that spy satellite images show North Korea has taken steps to prepare a long-range Taepodong-2 missile for a test-launch. Estimates for the range of the missile vary widely, but at least one US study said it could be able to reach parts of the US with a light payload. Speculation that Pyongyang could fire the missile has waned in recent days since the countryâs top ally and a major source of its energy supplies, China, reportedly urged North Korea not to go ahead with the test.

North Korea - 6-way talks could resume in unofficial July meeting proposed by China
Chinese Vice Foreign Minister Wu Dawei presides over the six-nation talks aimed at dismantling North Korea's nuclear arms programm. Last Wednesday, Wu spoke to the diplomats from the involved countries and proposed that "chief delegates" of all six nations attend an unofficial meeting in July, in the northeastern Chinese city of Shenyang, to help revive the stalled talks.
The proposal followed a meeting in Beijing last Tuesday between Chinese Foreign Minister Li Zhaoxing and his South Korean counterpart Ban Ki Moon. They agreed to make diplomatic efforts to bring North Korea back to the six-party talks.

Ties between Japan and China have deteriorated sharply in the past year. The two countries are feuding over maritime gas deposits near disputed islands in the East China Sea, interpretations of World War II history and other issues. On Monday, the policy research arm of Japan's Defence Agency released its annual East Asian Strategic Review 2006, concluding that China's increasing military strength and the possibility of it using force to quash independence movements on Taiwan are a major destabilizing factor in East Asia.
The report also concludes that "North Korea's WMD and ballistic missiles pose a grave threat to East Asia", explaining that "North Korea announced in February 2005 that it has nuclear weapons, and it is believed that North Korea already possesses WMD (weapons of mass destruction) such as chemical and biological weapons or has the capability to produce them." The report noted Pyongyang's reluctance to participate in multilateral talks and said that it is developing missiles with a range of 3,500-6,000 kilometers (2,100-3,600 miles).

North Korea resumes reactor contruction at Yongbyon and Taechon
North Korea is building reactors at Yongbyon and Taechon, according to a Japanese government source. The unnamed source was cited Sunday by the Nihon Keizai Shimbun. The construction is believed to be still in the stage of leveling the land. A US spy satellite has confirmed the resumption of activity several times in August. North Korea was supposed to have suspended development of the two reactors under a 1994 agreement with the USA.

DOE Secretary Samuel Bodman said Tuesday that a new nuclear power plant could be completed by 2014 under administration proposals to reduce construction risks and speed licensing. "If all goes well, we could see new plants online by 2014," he told the an industry conference (Nuclear Energy Assembly) in Washington.

DOE will ask Congress to establish a $3 billion insurance pool to help investors cover interest, operating, maintenance and newly acquired construction costs stemming from regulatory delays. Premiums would be waived for utilities that place firm orders before 2009 for new power plants. Each new reactor would be insured for up to $500 million. The insurance would apply to the first two plants built from a new Westinghouse design, and the first two built from a new General Electric design. Companies would be asked to pay an insurance premium of about 10 percent of their total coverage, possibly over a period of years. The insurance would cover half the costs of interest, operations and maintenance, and "newly acquired construction costs accumulated during the second, third and fourth years of a serious regulatory delay", Bodman said.
Fewer licensing appeals
The administration also plans to ask Congress to make it harder to stop a new reactor from operating once it is built. Bodman said fewer appeals to the Nuclear Regulatory Commission would give "more certainty in the licensing process." Bodman said he has no specific criteria for raising the bar for an appeal to the NRC, other than requiring "clear evidence that there is a failure to comply with that which was undertaken when the construction began." "That's really what the standard, in my judgment, should be," he said. President Bush said last month that more than 35 nuclear power plants in the United States have been stopped "because of bureaucratic obstacles." NRC spokesman Eliot Brenner said the NRC has offered a simpler application process, for more than ten years now, for the building and operating phases. He said it already had set "a very high threshold to get to a second public hearing" after a new plant is built.
Bodman dismissed the need for other incentives. "Looking for upfront incentives now sends the message that nuclear power cannot stand on its own without special government assistance. I don't think this is the right message to send to the American people, and I don't think it's true," he said.

Several of the nation's most prominent environmentalists have gone public with the message that nuclear power, long taboo among environmental advocates, should be reconsidered as a remedy for global warming. For many longtime advocates of environmental causes, such talk is nothing short of betrayal. Stewart Brand, a founder of the Whole Earth Catalog and the author of "Environmental Heresies," an article in the May issue of Technology Review, explained the shift as a direct consequence of the growing anxiety about global warming and its links to the use of fossil fuel. "It's not that something new and important and good had happened with nuclear, it's that something new and important and bad has happened with climate change," Mr. Brand said in an interview. In his article, Mr. Brand argued, "Everything must be done to increase energy efficiency and decarbonize energy production." He ran down a list of alternative technologies, like solar and wind energy, that emit no heat-trapping gases. "But add them all up," he wrote, "and it's just a fraction of enough." His conclusion: "The only technology ready to fill the gap and stop the carbon-dioxide loading is nuclear power." In recent statements, three top environmental experts - Fred Krupp, the executive director of Environmental Defense, and Jonathan Lash, the president of the World Resources Institute and James Gustave Speth, the dean of Yale's School of Forestry and Environmental Studies - have stopped well short of embracing nuclear power, but they have emphasized that it is worth trying to find solutions to the economic, safety and security, waste storage and proliferation issues rather than rejecting the whole technology.
The addition of significant financial incentives for the development of three new nuclear technologies to the McCain-Lieberman bill, which is being circulated in draft form, would codify a new political bargain. Conservatives would support emission controls in return for liberal support for a new generation of nuclear power plants, a shift that could reshape the existing alignments on these issues, The Times asserts. Details of the proposed new language in the McCain-Lieberman bill, some of which were first reported in The Energy Daily, a trade publication, were provided by a person who had read a draft. He requested anonymity because no final decision on the measure has been made.

Adam Klawonn, San Diego Union Tribune A draft environmental study of proposed steam generator replacement at San Onofre-2 and -3 will be discussed at public hearing today. The study, by Aspen Environmental Group, was released in mid-April. The project is estimated to cost $813-million, with the new generators in place as early as 2009. One of the recommendations in the draft is to use an inland route between port of Long Beach and the plant, instead of the beach route proposed by Southern California Edison. The route Edison prefers would move the new generators in multiaxle trucks along the beach near Camp Pendleton to the Las Pulgas area, turn east onto mostly dirt roads to Interstate 5, go north on the freeway a quarter-mile, then turn west onto old Highway 101 for the final leg. This is identical to the route Edison proposed 18 months ago for moving the reactor vessel head of Unit 1, which was decommissioned. But Aspen researchers found that trucks traveling that route would cause higher air emissions than on the other route, pass dangerously close to unstable bluffs, and damage the tranquillity of the state beach and campgrounds nearby. "Here you are trying to have a nice time camping with the wife and kids, and all of a sudden there are these things that are entirely unnatural, huge, coming along the road," said Andrew Barnsdale, project manager for the Public Utilities Commission. So Aspen researchers recommended the second route along restricted, mostly paved roads on Camp Pendleton that are controlled by the Marines, then north on I-5 about two miles before reaching the plant. They said the route would avoid the bluffs and cause less disruption to state beach and campground activities, but would require that the freeway be closed longer and that work be done to protect wetland areas along the way, such as laying special paving or mats across sensitive parts of the route. "We've never shipped that way, first and foremost," said San Onofre spokesperson Ray Golden. "We have a demonstrated success shipping along the route we're proposing."
Rochelle Becker, executive director of the Alliance for Nuclear Responsibility, which opposes nuclear power in California, said there is more at stake than just swapping generators in and out of a nuclear power plant. The environmental study is cursory, critics say, because it does not consider the long-term impacts of keeping the 2,150-megawatt plant open until its license expires in 2022 -- and possibly beyond. Spokespersons for San Onofre and the California Public Utilities Commission said such big-picture thinking was not part of the research firm's mission. "They were tasked with looking at steam generator replacement," said San Onofre's Ray Golden. "It wasn't to look at the overall licensing of San Onofre Nuclear Generating Station."

North Korea has "successfully finished" removing 8000 fuel rods from the reactor at its Yongbyon nuclear complex, which was shut down last month, so it could "bolster its nuclear arsenal", according to a North Korea Foreign Ministry spokesman. South Korean media reported that reprocessing the spent rods could yield enough plutonium for about two nuclear bombs. To get the plutonium, the rods would first need to cool for a couple months and then be reprocessed, which also takes a couple of months.

Sir David King, the UK Government's chief scientific adviser, says that if Britain is not to miss -- badly -- its global warming targets, there may be no alternative to building new nuclear power plants -- "one generation only", he stresses. The reason is what he refers to as the "energy gap" -- the period coming soon when Britain's existing range of atomic power stations, which provides nearly a quarter of UK's electricity without producing any significant amounts of CO2, start to be retired and drop out of the energy mix. Over the next 15 years or so, 11 out of Britain's current 12 nuclear power stations come to the end of their working lives. As they are shut down, the proportion of Britain's electricity produced by nuclear (CO2-free) power will drop from around a quarter now to about 4 per cent by 2020. The quietly spoken South African-born scientist, professor of chemistry at the University of Cambridge, is a practised Whitehall hand and was scrupulously careful not to give any direct public endorsement of his own to a new nuclear energy programme. This is a decision strictly for ministers. But the stress he laid on the energy gap gave an insight into the Government's private thinking. "I'm not a great fan of nuclear," he said. "I can understand the public concerns, I can understand all the concerns about radioactive waste and so on. But I also feel that the climate change issue is so important that we really have to examine the potential use of nuclear."

Cinergy and Duke Energy have agreed to merge.
