Finland - land rights purchased for new N-plant, may come online by 2016-18

Finnish energy consortium Fennovoima has begun environmental impact assessments (EIAs) for its proposed 1000–1800MW nuclear plant in Finland, and rented land at one of the sites with a right-to-buy for the development. The consortium -- Outokumpu, Boliden, Rauman Energia, Katternö and Eon -- aim to have the plant operational between 2016 and 2018. The assessments will be carried out at Pyhäjoki, Ruotsinpyhtää, and Simo municipalities. At Ruotsinpyhtää, the consortium has rented a 2000ha area, of which 600ha is land. The rental contract states that Fennovoima holds the right to purchase the estate later on. Fennovoima says other EIA locations could be selected by the end of this year, with the assessments being complete by the start of 2009. Pöyry Energy Oy is EIA consultant to the consortium. After this, Fennovoima will file an application with the government for a decision-in-principle on the plant.

The consortium agreed to a deal whereby Fennovoima would produce electricity for its owners´ needs at production cost. Each owner gets the share of capacity proportional to its ownership. One third of the capacity is reserved for Finnish industry, merchandise and services, one third for regional and local energy companies, and one third for Eon Suomi. Approximately half of the capacity is to be offered to companies other than the existing Fennovoima partners. It has begun discussions with companies requiring long-term procurement of fixed-price power for their own production and customers in Finland.

Finland - Olkiluoto-3 construction license granted on Feb 17 It took about a year after filing application to receive the construction license, which was pretty close to expectation. Most of the preparatory work for the Olkiluoto-3 site has been completed, actual construction work will start this spring. Commercial operation of the 1600-MWe EPR (European Pressurized water Reactor) plant is scheduled to commence in 2009.

Finland to add an EPR

Finland's TVO decided to go with the advanced European PWR design in awarding contract for its fifth reactor to the consortium of AREVA and Siemens. FORATOM's Secretary General notes that "France is already seriously considering the EPR as a replacement for its existing large fleet of power reactors, so the new contract could be just the first of many more to come."

The US$3.7-billion contract is for a 1,600-megawatt plant expected to be operational in 2009.

Mean individual dose to Finlanders from Chernobyl accident (over 50-year period) is projected to be 280 microSieverts. The collective dose to Finlanders over the same period is projected to be 1,370 person-Sieverts. The projections take into account inhalation from the passing cloud, ingestion through the food chain, and external irradiation from deposited radioactivity, and are based on the MESOS dispersion model developed by Helen ApSimon of Imperial College, as applied by W.
