* SCE&G owns two-thirds of the plant. Santee Cooper, the state-owned utility, owns the remaining one-third. [Santee Cooper is the corporate name used by the South Carolina Public Service Authority.]

The body of the article does note that the report is a draft, but many of their readers are surely being mislead into believing that the environmental issues are the only ones involved in the renewal decision. V.C. Summer risk of core damage now considered much lower than estimated in original IPE

The baseline core damage frequency (CDF) estimated for V.C. Summer nuclear plant is approximately 5.6E-5 per year, and the baseline large early release frequency (LERF) is approximately 7.0E-7 per year. The CDF and LERF are based on the risk assessment for internally-initiated events only. The CDF represents a sizeable reduction from the original IPE CDF value of 2.0E-4 per year.

NRC announced that it had completed its investigation of an allegation that operators were being provided the questions and answers for their licensing exams as part of their preparation for the exams. Summary of Teleconference ... V. C. Summer License Renewal Application

This document was written by NRC project manager. It describes issues, related to Summer Station's severe accident management alternatives (SAMA) evaluation, for which NRC reviewers requested additional information. Here's a couple of excerpts that nuclear.com found especially interesting:

* "During the IPE process, SCE&G identified a potential modification -- add a Fire Service System cross-connect for emergency RCP thermal barrier cooling. The plan was abandoned. In the SAMA analysis, SCE&G evaluated SAMA #19 which proposed a similar change, but in addition included a backup to the high pressure makeup. SCE&G stated that since the fire water system is a low pressure system, to modify it so that it could be used as a backup to a high pressure system would be costly ($5-10M). Briefly address why the fire water system could not be used solely as a back up to the seal injection, i.e., why was this potential modification abandoned during the IPE."

* "In response to RAI 7c, SCE&G provides a cost-benefit analysis for a direct-drive diesel EFW pump. Indications are the averted cost risk is $152,600 and the implementation cost is $200,000. If the CDF is increased by a factor of 1.3 based on Peer Review comments, thereby increasing the benefit by the same factor, this low cost alternative come very close to being cost beneficial. Given the uncertainties associated with the analysis, this modification appears to be cost beneficial. Please discuss why this alternative is not considered at VCSNS."

Reactor automatically scrammed yesterday

Utility officials think a faulty voltage regulator caused the plant to shut down yesterday at 1:02 a.m., according to SCE&G spokesman Brian Duncan. He told AP that a team is studying the situation and hopes to have it repaired quickly: "We think it will be a short duration outage. Our customers shouldn't notice one iota of difference." He said that SCE&G will make up for the outage by generating more power at other plants and by buying power from other companies. Summer Renewal Application

Environmental requests for additional information were issued by NRC in January 2003 and the responses were received in March 2003. The staff is reviewing the responses and is preparing the draft SEIS, which is scheduled to be issued by July 2003. The safety requests for additional information were issued in March 2003, and the applicant’s responses are scheduled to be submitted by June 2003.
