South Texas Project - safety conscious work environment assessments and follow-up documents need not be docketed

On May 16, 2006, the Service Employees International Union petitioned NRC to demand South Texas Project provide the following information:
* the results of assessments of the safety-conscious work environment (SCWE) at STP conducted since January 1, 2004;
* summaries of action plans and results of actions to remedy the problems revealed by the assessments, including documents mentioned at an August 2005 meeting convened to discuss the STP SCWE;
* summaries of action plans and results of efforts to remedy problems revealed by such assessments in 2001 and 2003; and
* all correspondence between the NRC, STPNOC, and Wackenhut Corporation concerning the 2001, 2003, and 2005 comprehensive cultural assessments (CCAs).

NRC has denied the petition, noting that "Since the NRC already has reviewed and has ready access to all of the information requested by the petition, issuance of the requested DFI to STPNOC would not result in an Order or other action and is not warranted." NRC informed SEIU of this decision in a letter dated February 22, 2007. The letter is available as ADAMS ACN ML070330088.

Summary of Plant Status - April 8 through June 26, 2005

Unit 1 began the period shut down for scheduled Refueling Outage 1RE12. The unit was restarted on April 15 and achieved full power shortly thereafter. The unit operated at essentially 100 percent power for the remainder of the period.

Unit 2 operated at essentially 100 percent power throughout the period.

South Texas Project - Proposed Risk-Informed Inservice Testing Program

On November 18, 2003, NRR staff met with representatives of STPNOC to discuss a Risk-Informed Inservice Testing (RI-IST) Program that might be proposed for implementation at STP Units 1 and 2. During the meeting, the licensee addressed concerns raised by the NRC staff in a letter dated May 29, 2003, regarding a previously proposed RI-IST Program that was subsequently withdrawn by STPNOC. The licensee also described its categorization and treatment processes for pumps and valves at STP under a newly proposed RI-IST Program which is to be developed. In response to staff questions during the meeting, the licensee plans to provide follow-up information on the categorization process for the proposed RI-IST Program, and the differences with the categorization process used to support its previously approved exemption from specific special treatment requirements in 10 CFR Part 50 for low safety significant structures, systems, and components at STP. Upon completion of the NRC staff review of the STPNOC follow-up information, the licensee intends to submit a request to implement the proposed RI-IST Program as an alternative to the ASME Code IST provisions incorporated by reference in the NRC regulations that provides an acceptable level of quality and safety in accordance with 10 CFR 50.55a(a)(3). The NRC staff and licensee participants considered the meeting successful in terms of clarifying the licenseeÕs plans for the proposed RI-IST Program at STP.

August 8, 2003 NRC Assigns New Senior Resident Inspector to South Texas Project

Nuclear Regulatory Commission officials have assigned Jeffrey Cruz as the senior resident inspector at the South Texas Project nuclear power plant, near Bay City, Texas. Cruz joins resident inspector Gilbert Guerra at the site.

Mr. Cruz joined the NRC in 1995 as a Radiation Specialist in the Region IV offices in Arlington, Texas. He was promoted to Senior Health Physicist in 1999, also at Region IV. His responsibilities included coordination of the inspection schedule and disposition of the inspection for approximately 30 nuclear pharmacies. In July 2001, Mr. Cruz was assigned as the Resident Inspector at the Wolf Creek Generating Station in Kansas, where he served until July.

Prior to joining the NRC, Mr. Cruz received a Master's degree in nuclear engineering from the University of Missouri in 1994. While completing his graduate degree, he was employed as a Senior Laboratory Technician at the Missouri University Research Reactor. He earned a Bachelor's degree in general studies with emphasis in mathematics in 1991, also from the University of Missouri.

Mr. Cruz and his wife, Holly, have two children - a three-year-old girl, and a seven-month-old boy, and will reside in Lake Jackson, Texas.

Each U.S. commercial nuclear power plant has at least two NRC resident inspectors. They serve as the agency's eyes and ears at the facility, conducting regular inspections, monitoring significant work projects and interacting with plant workers and the public. South Texas Project-1 has been authorized by NRC to restart after investigation and repairs related to leakage from reactor vessel bottom-mounted instrumentation penetrations. The two penetrations with cracks were repaired by replacing part of the tubes with more corrosion-resistent alloy. Samples of the cracked tubes were obtained for further lab testing, but the sample from one of the tubes can't be found. The sample is about 1/4-inch wide and 1-1/2-inches long. How embarrassing. But the most embarrassed should be the condescending anti-nuclear elite. The notion that a big industrial facility like South Texas Project is clean enough to identify a bit of powdery residue half the size of an aspirin tablet is a stake through the heart of their typical alarmist rants. A big round of applause to everyone at South Texas Project from nuclear.com, and best wishes for finding that metal sample real soon.

STP was in the thick of the storm yesterday

'The windows are flexing, it's howling, and I'm wondering what ... I'm doing here', said Ed Conaway at the South Texas Project, the nuclear power plant just north of where Claudette cruised up Matagorda Bay and made landfall between Port O'Connor and Palacios late Tuesday morning.

Claudette, the first hurricane of this year's Atlantic season, became a Category 1 hurricane after midnight Monday when sustained winds reached 74 mph.

... 88 mph gusts were reported at Wadsworth, where Conaway was among a handful of workers keeping the power plant running to help provide electricity to a broad area of south and southeast Texas.

Hurricane damage report at STP: emergency sirens

In Bay City, northeast of the storm's ground zero, officials were trying to determine whether the South Texas Nuclear Plant had been damaged.

"I know there was some damage to some of the sirens for the plant warning system," said Bob Watts, Matagorda County emergency coordinator. "But right now we're trying to ascertain if it was due to loss of power."

Hurricane prep at STP

The hurricane has defied predictions, heading north of where forecasters initially anticipated before taking a western turn.

... Officials at the South Texas Project nuclear plant, about 80 miles southwest of Houston near Bay City, secured records and equipment in preparation for Claudette. The coming storm was not affecting the plant's power output and staffing remained at normal levels late Monday.

South Texas-1 restart not likely before late summer

Repairs to the reactor vessel are complete. The plant staff is putting finishing touches on a report to NRC to be delivered at July 17 meeting. NRC will review the report before acting on the plant's expected request to allow restart. Utility spokesperson Edward Conaway told Reuters to expect no public comment or description of the contents of the report until the public meeting.

South Texas Project announced that it was seepage from little cracks (in two through-vessel instrument tube) which caused the leak indication in unit 1. Although there's a bit more ultrasonic testing to go, the utility is confident that these cracks were the source of the coolant leak. Restart in late summer?

Natural gas price rise to boost electricity bills this summer - 33% rise in San Antonio is also partly due to STP-1 shutdown

San Antonio residents can expect to see a bigger-than-expected jump in their utility bills.

Higher natural gas prices and less power from the South Texas Project nuclear plant mean the average electric bill in San Antonio, Texas could go up 33 percent this summer compared to last year, City Public Service officials said yesterday.

Steve Bartley, CPS director of regulatory relations, said the higher monthly bills are the result of two things: customers are expected to use more electricity this year to run their air conditioners (it was pretty rainy last summer), and power is projected to be more costly to produce, mainly because of higher natural gas prices.

Although natural gas prices have dropped from a high of $20 per thousand cubic feet in February, Bartley said the utility is projecting it will pay an average market price of $5.75 this summer. That's 60 percent higher than the $3.50 paid last summer.

Throughout the year, CPS generates about 15 percent of its electricity with natural gas, 46 percent with coal and 27 percent with nuclear power. Another 12 percent comes from purchased power and wind-generated. However, more natural gas is used in the summer to help CPS fire up backup generators to meet peak demands.

Another factor, Bartley said, is that CPS will be getting only about half the electricity the utility normally does out of its 28 percent ownership of the nuclear power plant in Bay City. Last April, a routine inspection revealed signs of a leak from the Unit 1 reactor's coolant system. The reactor was shut down; it's unknown when it will return to service.

Bartley said other factors also affect the price of natural gas, including a shortage of gas in storage, economic reverberations from Gulf War II and the oil industry strike in Venezuela.
