[Ref: City News Service, "Latest Winter Storm Deluges Region", February 22, 2005] February 21, 2005 San Onofre is a precious place, a rare jewel Regarding "A highway through heaven / Plans to build toll road along prime surf spot bring wave of protest" (News, Feb. 14): I hope we can turn the "wave of protest" into a flood that makes policy-makers realize that Southern Californians need a long-term solution to quality of life issues in our region that recognizes that open space is as important as freeways and housing tracts. I don't want to live in an endless sea of car-choked freeways and shopping malls. I want to be able to see the sky and walk on the beach. I would pay higher taxes to build better public transportation, which is an expensive but good investment. Short of shutting the region's doors and instituting a one-child/one-car policy, higher-density transportation is the only way to preserve what's left of the quality of life that brought us all here in the first place. Once open space is gone, it is gone forever. We must protect the few precious places we have left. San Onofre is a rare jewel in the swath of Southern California coastal development, and I urge policy-makers to reject any toll road plan that would encroach on undeveloped land. B7] February 16, 2005 San Onofre-2 - valve problem update Technicians at San Onofre Unit 2 found Wednesday night that pins connecting an 18-inch butterfly valve to its stem were missing, according to Clyde Osterholtz, senior resident inspector for the U.S. Nuclear Regulatory Commission at the plant. The valve is part of the reactor's cooling system and directs non-radiated water to various pumps to keep them from overheating. Unit 2 was shut down Monday night when the valve wasn't operating properly -- it was only partially open, even though it's supposed to stay wide open, plant spokesman Ray Golden said. This weekend, crews at the facility will scrutinize about 20 other valves that are similar in design and in "safety-significant" areas. NI-2] February 14, 2005 San Onofre-2 shut down due to a valve Operators shut down the reactor around 10 p.m. Monday for repairs to a faulty water valve, plant spokesman Ray Golden said. Repairs may take up to two weeks to complete. The valve is common in plumbing and other industries and was installed when Unit 2 went online in 1982. It is part of the reactor's elaborate cooling system and directs non-radiated water to various pumps to keep them from overheating. About three days ago, crews noticed the valve was only partially open. Normally, it is supposed to stay wide open. "That (the valve) didn't open fully, in nuclear safety culture, is something we didn't want to live with," Golden said. A regulatory shutdown would have required repairs within 72 hours to prevent scrutiny by federal regulators and possible fines. The voluntary shutdown will allow crews to work on other maintenance projects and on a longer time frame. The repairs might take up to two weeks, according to a memo issued Tuesday to employees of Southern California Edison. "They decided the conservative thing to do was to shut it down and cool it down," said Clyde Osterholtz, the U.S. Nuclear Regulatory Commission's senior inspector at the plant. "I was encouraged by that decision." It's the third time since November that the same reactor has been shut down. The first of the recent outages occurred Nov. 19, when vibrations from a spinning turbine in Unit 2 shook an aluminum plate into an electrical conduit, causing an electrical short and triggering automatic systems to shut down the plant. The reactor was restarted Nov. 22. Unit 2 then shut itself off Feb. 3 when a digital fault recorder sent an electronic signal to the reactor to shut down. The recorder was replaced and the reactor was running again by Feb. 8. The company declined to comment on the size of contract, but it is worth some 20 bln yen, according to unidentified industry sources close to the matter. Based on industry experience and SCE's analysis of recent inspection data, SCE has determined that the existing San Onofre Units 2 and 3 steam generators may not enable continued reliable operation of the units beyond their scheduled refueling outages in 2009-2010. SCE currently estimates that the cost of replacing the steam generators would be about $680 million. To obtain timely delivery of replacement steam generators, SCE will need to enter into certain commitments in 2004. However, the plants' co-owners have not yet approved the steam generator replacement project. On February 27, SCE filed an application with the CPUC seeking a finding that it is reasonable for SCE to invest its share of the costs of replacing the San Onofre Unit 2 and 3 steam generators. If the CPUC finds investment in the steam generators to be reasonable and cost effective, the investment should be reflected in SCE's retail rates for recovery over the remaining useful life of the plants. SCE currently does not expect that it would proceed with replacement of the San Onofre Unit 2 and 3 steam generators without CPUC approval of reasonable cost recovery.
