Salem cleared of valve testing charge by NRC Office of Investigations

On May 3, 2004, NRC's Office of Investigations (OI) Region I Field Office opened an investigation (Case No. 1-2004-025) to determine if there was a deliberate violation of technical specification requirements related to the testing of Salem Unit 2 high head safety injection valves SJ-12 and SJ-13 on June 21, 2001. OI identified that initial results from a surveillance test performed to determine the valve leakage indicated that the leakage from these valves was above the Technical Specification Limiting Condition for Operation for reactor coolant system leakage. However, the valves and piping in the area were hot and the measured flow was not constant, indicating that water through the valves was flashing to steam. Since the method of measurement of valve leakage assumes water flow, these surveillance test results were neither accurate nor valid. The temperature condition was corrected and the surveillance was performed under proper conditions. The subsequent surveillance test results showed that the valve leakage was in compliance with Technical Specification requirements. No violation of NRC requirements was identified.

Salem-2 - a 22-day outage is planned - MSR bundle replacement

Salem-2 will have an outage with 22-day turnkey project (replacing moisture separator reheater (MSR) bundles and a pump) as critical path. PCI Energy Services LLC won the contract. PCI is a wholly-owned subsidiary of Westinghouse Electric Company, which is wholly owned by BNFL plc. The company's announcement brags that the contract marks an important step in increasing PCI's presence in the balance-of-plant market, as well as showcasing its talents in directing a large-scale construction project.

Cape May County Emergency Management Director Frank McCall updated the board and public on emergency evacuation routes out of Cape May County. Residents have criticized the county for having evacuation routes through Salem County, where three nuclear plants operate.

While McCall maintained that federal and state officials control the evacuation routes, he also challenged claims that the county would need to evacuate if a nuclear accident occurred at Salem. The emergency management director said that the county was well beyond the 10-mile radius around the plants where evacuations would have to occur.

He also said that a nuclear plume would dissipate before reaching Cape May County in all but extreme circumstances. The extreme circumstances? A northwest wind of no more than 4 mph, high humidity and cloud cover, he said.

"And in that case, we'd have 15 hours notification," he said.
