* Point Beach is a 2-unit PWR, totaling 1,036 Mwe. Unit 1 is licensed to operate until October 2010. Unit 2's operating license expires in March 2013. A power uprate project may add 90 megawatts of electrical output starting in 2007. In addition to regulatory approvals, the uprate may depend on license extension.

* Owner: We Energies owns the plant and its output. We Energies is the trade name of Wisconsin Electric Power Company and its sister gas company, which are subsidiaries of Wisconsin Energy Corporation. Wisconsin Energy Corporation itself was formed in 1987, through the restructuring of Wisconsin Electric Power Company. If you want to buy stock in Point Beach, you have to buy shares of Wisconsin Energy Corporation (New York Stock Exchange symbol is WEC, but you can also buy shares with automatic reinvestment of dividends directly from WEC).

* Plant history: Point Beach was built by Wisconsin Electric Power Co., and Unit 1 started commercial operation on December 21, 1970. Unit 2 went commercial on October 1, 1972.

* Operator: We Energies has contracted with Nuclear Management Company (NMC) to operate the plant. We Energies is still responsible for costs of operations and maintenance, and liabilities such as waste disposal and decommissioning. But NMC is now considered the licensee. NMC is owned by the five companies who have transferred operating authority to it for their nuclear plants - Alliant Energy, Consumers Energy, Northern States Power, We Energies, and Wisconsin Public Service. To buy a part of NMC, you must buy shares in the parent companies.

Point Beach-2 - shut down for an hour to scrape paint

Nuclear Management Co. discovered coating issues with the Point Beach Unit 1 reactor, which is in a refueling shutdown, Jim McCarthy, site director of operations, said. The company then decided to analyze Unit 2 more closely. During an inspection late Tuesday night, plant workers found an 11-square-foot area of paint on a pipe that didn't meet plant standards. "The best way to characterize it is, it needed a little bit of work," McCarthy said. Plant workers decided the best course of action would be to remove the paint, and the company began the process of shutting down the plant. Reactors across the country are required to keep paint in a condition that will not permit it to flake or peel, said Jan Strasma, a Nuclear Regulatory Commission spokesman. Flaking or peeling paint can result in paint chips clogging a drain in the event of an accident at a reactor, Strasma said. The shutdown was called off after just over an hour, and the plant resumed operating at full power, McCarthy said. The pipe will be monitored and then evaluated again at the time of the next Unit 2 refueling shutdown, scheduled for late next year.

Point Beach spent $52-million for head replacements this year

Wisconsin Energy is spending $ 52 million this year to replace the vessel covers to prevent Point Beach from facing an aggressive and costly set of inspections relating to potential leaks of boric acid. Unit 2 had new head installed during outage earlier in the year. Unit 1 head replacement is one of the jobs already completed in current refueling outage.

Point Beach's new site VP: Dennis Koehl, from Sequoyah

Wisconsin Energy Corp. and Nuclear Management Co. on Monday named Dennis Koehl of the Tennessee Valley Authority as site vice president at the Point Beach nuclear plant, effective June 7. Koehl is a 26-year veteran of the nuclear power industry and was most recently engineering and site support manager at Sequoyah. He had previously served as plant manager at Sequoyah. The plant earned high marks under his leadership from the Institute of Nuclear Power Operations -- and set records for electric generation, Nuclear Management Co. said in a statement. The former site vice president left Point Beach in January, months after the plant received the second of two "red" findings from the Nuclear Regulatory Commission, and a month after Wisconsin Energy announced plans to extend the life of the plant by 20 years. Gary Van Middlesworth, interim site vice president since earlier this year, will return to his former role with Nuclear Management Co.

Head replacements scheduled for Spring and Fall 2005 outages

Point Beach will get new reactor vessel heads. NMC contracted with Westinghouse to obtain replacement heads for Kewaunee and both Point Beach units. The design and fabrication of the heads was subcontracted to Mitsubishi Heavy Industries. The replacement outage at Point Beach 2 is scheduled to begin on April 2, 2005. The unit 1 outage is slated to begin on October 8, 2005. Here are some of the design features highlighted by NMC:

* Electro-Slag Welded Strip cladding
* Alloy 600 Prohibited
* Use alloy 690 tubing versus alloy 600 tubing

April 8, 2003 - Town Hall packed for annual NRC assessment meeting - The reporter for Gannet Wisconsin Newspapers led off his story noting that Point Beach management resolves to do better, and that NRC told them "You better". More from his article is available similar story about the meeting, and ran a background piece on how local residents are comfortable with the plant and the competence of their neighbors who run it. NMC spokesperson expressed plant management's desire not just to satisfy regulators about the recent problems, but to become a top performer in the industry.

April 5, 2003 - Unit 2 was shut down at 5 p.m. for condenser-related repairs, according to NMC press release.

April 4, 2003 - Point Beach engineering in hot water over Aux Feedwater pump mods - NRC's followup of one common mode failure mechanism identified two years ago revealed more such mechanisms in the same system, including one apparently knowingly added in a modification package. NRC's considering a fine, and the regulatory wheels are in motion for stepped-up oversight. Click for more info.

Since the NRC began color-coding their significance determinations (white-green-yellow-red), only one plant has had a red finding. If the preliminary finding holds in this case, it looks like Point Beach will become the second. The Union of Concerned Scientists released an analysis of the NRC report the same day it was publicly released. They noted conditions and procedures which could have resulted in core melt, and noted that the initial failure mechanism was identified by the plant on July 6, 2001, but was not reported to NRC until November 29, 2001. April 1, 2003 - N-worker vet elected to City Council - Tony Munz, a Wisconsin native who came to work at Point Beach 15 years ago after being chief petty officer on nuclear sub, was elected to City Council of Two Rivers City today. He was one of ten candidates running for five seats. Three of the five incumbants lost their bids for reelection. In a pre-election article about the candidates in local paper, Mr. Munz was the only one described as having interest in environment: "He and his wife, Jeanne enjoy, appreciate and have deep respect for the natural environment." When asked what prompted him to run, Mr. Munz said "The challenges that presently face the city have compelled me to try to exert some kind of changing influence. Many residents feel totally disenfranchised and disheartened, and want to see the current city council changed. We need to shrink local government for more efficiency and, above all, less expense." When asked what he saw as the most important issues facing the town, he said "Revitalizing and expanding the city, creating fresh opportunities for youth to remain here and prosper. Attracting new residents to participate in a thriving local economy. Solution: bringing innovative ideas to the forefront and following them to fruition to ensure the vitality of the community expands to meet the new millennia. People need to get more involved to take a stronger hand in actually steering the Two Rivers ship. Other communities have faced these same issues before; we should model them, not bog down reinventing the wheel." In a post-election story today, the paper noted that all five winning candidates were endorsed by "a grassroots organization, Voters for Openness, Accountability and Trust in Elected Representation". "I hope I can live up to the challenge that the community has put forward", Mr. Munz said. "Judging by the people that they voted in, they don't like the way business is being done for the community right now." Best nuclear.com wishes go to Tony as he starts his two-year term.

March 26, 2003 - River security zone - The U.S. Coast Guard stationed at Two Rivers has announced that boaters must now stay out of a security zone that stretches 500 yards north and south of Point Beach and reaches 250 yards into the water, according to story on local WBAY TV-2 news. The Coast Guard is asking everybody to help keep an eye out for anything unusual, such as people fishing and hunting in odd places, aggressive behavior, or people diving in unusual locations. The news story urged "If you see anything out of the ordinary, call authorities." Three Coast Guard reservists have been assigned to the Two Rivers station since being called to active duty in recent days. "They help augment the station personnel, assisting with the added security and more people for extra patrols so we don't burn out our regular crews on a daily basis, we have more to work with," Executive Petty Officer Rod Roslak told the interviewer.

March 21, 2003 - Security on everyone's mind - Half a dozen field trips to Point Beach were cancelled last week, as the plant continues to increase security measures. Recently, more security officers and patrols and physical barriers have been added. Nuclear Management Company public affairs officer Maureen Brown told Green Bay News-Chronicle that "We are in regular communication with the federal intelligence community, so we are constantly apprised of the evolving threat". She stressed that there's as yet been no credible threat identified against any nuclear plant. In a story than ran on the 19th, the Milwaukee Journal-Sentinel reported that nuclear facilities are "essentially closed ... to all but essential personnel". That's pretty much how the same paper described Point Beach a few days after 9/11: "checkpoints have been moved a mile farther away from the plant. Only authorized personnel - about 750 workers at Point Beach and 1,600 workers at Kewaunee - have been allowed in since Sept. 11".

February 2003 - monthly operations summary:

* Unit 1 - No shutdowns this month. Average daily power was 510.8 MWe -- pretty close to full power. The plant implemented a 1.4% Power Measurement Uncertainty Recapture (MUR) on Feb 12. Power was reduced for about 0.8 hour on the 27th, due to concern about containment isolation valve leakage.

* Unit 2 - No shutdowns this month. Average daily power was 515.8 MWe -- pretty close to full power. The plant implemented a 1.4% Power Measurement Uncertainty Recapture (MUR) on Feb 8.

February 28, 2003 - Reactor vessel head replacement planned - The 2005 refueling outages (unit 2 in spring, unit 1 in fall) are planned to include head replacements. The $40-million (capital cost) project was announced in Wisconsin Electric's annual 10-K filing with SEC. Management chose this option "as an alternative to incurring the additional time and costs" of future examinations expected by NRC.

January 14, 2003 - New Senior VP - Mr. Mano Nazar, who had been NMC's Site Vice President of Prairie Island, was promoted to Senior Vice President and will now oversee activities at Prairie Island and Point Beach. He will report to Mr. John Paul Cowan, NMC's Chief Nuclear Officer. The company plans for Mr. Nazar to eventually oversee Kewaunee, too.
