November 3, 2007 Palo Verde worker, who normally drives his motorcycle to work, says he doesn't know anything about pipe bomb found in the bed of pickup truck he drove to work Friday Roger W. Hurd, age 61, is a long-term contract engineer at Palo Verde who has security clearance to access the plant without an escort. Mr. Hurd said he was unaware of a pipe bomb in his pickup bed Friday that triggered a lockdown at Palo Verde Nuclear Generating Station when he tried to pass security, officials said. Armed guards found the device while searching the maroon Ford at a checkpoint located approximately a third of a mile from the closest of the site's three nuclear reactors, officials said, adding that they don't believe the plant or public were at risk. The metal device was about five inches long and an inch and a half in diameter, containing an explosive used in commercial fireworks, APS Chief Nuclear Officer Randy Edington said. "If contained right, it appears it would have done some damage in about a 20-foot radius to people and equipment," Edington said. Sheriff Joe Arpaio said it could have blown up the truck. Utility executives said the event, while startling, reveals the effectiveness of security at the facility. From about 8 a.m. to 3 p.m., no one was allowed on or off the nation's largest power plant as security and law enforcement officers investigated and searched for more explosives... Palo Verde declared an "unusual event," the lowest of four emergency categories a nuclear plant can call... Sheriff's spokesperson, Capt. Paul Chagolla, said that Mr. Hurd was cooperating with officers and led them to his Litchfield Park apartment so officers could search. Mr. Hurd normally drives a motorcycle to work, but with the cooling temperatures decided to drive a truck, Chagolla said. Mr. Hurd's truck had been parked at his apartment complex for a week since he last drove it, Sheriff Arpaio said, adding that Maricopa County sheriff's deputies found nothing connecting Mr. Hurd to the incident after a search of his Goodyear apartment. The Sheriff also mentioned that Mr. Hurd is a Navy veteran who served in the Vietnam war. Arpaio also said he did not expect Hurd to face charges. Two elementary schools and a high school in the area were locked down briefly when a plant employee notified the district at about 8 a.m., district Superintendent Robin Berry said. The notice was not an official lockdown alert from law enforcement or the power plant, but Berry decided to close up the schools as a precaution when the parent called, she said. Arizona Public Service Co. spokesperson Jim McDonald said that employees locked down in the facility are allowed to contact friends and family outside the plant, and that it did not violate security procedures. March 3, 2004 * Palo Verde-3 - boron residue on PZR heater sleeve September 29, 2003 Palo Verde-2 2.94% uprate approved NRC issued a power uprate amendment for Palo Verde Unit 2. The amendment supports replacement of the steam generators and subsequent operation at a maximum power level of 3990 MWt, a 2.94 percent increase from the current 3876 MWt. The amendment will be implemented during restart from the fall 2003 refueling outage.
