Michigan Public Service Commission agreed that customers will benefit -- to the tune of $700-million over the next 15 years -- from Consumers Energy plan to sell the 35-year-old Palisades plant to Entergy and buy its electrical power for 15 years. The savings to customers would start immediately, with $255-million in credits being applied to bills over the first 18 months, mostly representing return of funds previously set aside for decommissioning. Entergy, in addition to paying $380-million for the plant, will take over the decommissioning obligation. The deal could be complete in May. It's already been approved by FERC, and NRC is expected to give its blessing next week.

* Entergy to Buy Palisades Nuclear Energy Plant From Consumers Energy

Entergy will buy Palisades plant, and take over responsibility for spent fuel at Big Rock Point too. The $380 million price represents $242 million for the plant itself, $83 million in nuclear fuel based on current market prices, and $55 million in related assets. Consumers Energy will retain $200 million of the current $566 million Palisades decommissioning funds balance, with the later return of $116 million more pending a favorable federal tax ruling. Consumers will pay $30-million to Entergy for taking over the spent fuel at Big Rock Point ISFSI. As part of the purchase, Entergy also agreed to sell 100 percent of the plant's output, up to its current 798 megawatts, back to Consumers Energy for 15 years at a price structure that retains the benefits of the low-cost nuclear generation for Consumers Energy's 1.8 million electric customers.
