North Anna Early Site Permit - licensing board sets out subjects for evidentiary hearings

The following "Specific Topics for the Evidentiary Hearing Testimony" were announced by the Atomic Safety Licensing Board responsible for North Anna Early Site Permit:

1. Site Characterization - Hydrology, Soil, Vadose Zone, Groundwater, and Aquifers. Each party shall designate and produce a subject matter expert or experts to provide the Board with a brief presentation and to respond to questions concerning the measurement, monitoring, data, and characterization of the hydrology of, and any radiological or chemical contamination in, the soil, vadose zone, groundwater, and aquifers at or near, the proposed site.

2. Tritium. Each party shall designate and produce a subject matter expert or experts to provide the Board with a brief presentation and to respond to questions concerning the sources, release mechanisms, approximate contributions, pathways, and concentrations of tritium associated with nuclear power reactors in general and associated with the NAPS and ESP sites in particular. This should include such information about tritium in general, the tritium currently existing and emanating from the proposed site, the nature, extent and strata of tritium in and concentrating in the site, the lake, and the environment, and the various sources, levels, and vectors of tritium associated with each of the seven types of reactors proposed by Dominion.

3. Zero Release Commitment. The Staff shall designate and produce a subject matter expert or experts to respond to questions concerning the Staff's proposed ESP permit condition 4 "requiring that an applicant referencing any such ESP design any new unit's radwaste systems to preclude any and all accidental releases of radionuclides into any potential liquid pathways" and the Staff's associated determination to exclude any such releases in assessing the potential environmental impact of the proposed ESP.

4. Radiological Releases and Doses from Normal Operations. Each party shall designate and produce a subject matter expert or experts to provide the Board with a brief presentation and to respond to questions concerning radiological releases, pathways, and doses associated with the existing site and the proposed ESP, including the nature, adequacy, and confidence levels associated with the data, estimates, and calculations, the monitoring and measurements performed or to be imposed to assure compliance, and the relevant regulatory standards.

5. Surface Water Impacts and Possible Mitigation Measures. Each party shall designate and produce a subject matter expert or experts to provide the Board with a brief presentation and to respond to questions concerning the potential impacts (e.g., lake levels, altered downstream flows, etc.) of the proposed ESP on the water in Lake Anna and downstream, studies performed or imminent (e.g., the IFIM), and possible measures to mitigate these impacts.

6. Seismic Safety. Each party shall designate and produce a subject matter expert or experts to provide the Board with a presentation and respond to questions concerning the geology and seismology of the proposed ESP site and nature, adequacy, and confidence-levels associated with the data and the standards used by the Staff to assess the seismic safety of the proposal.

7. NEPA Alternatives. The Staff shall designate and produce a subject matter expert or experts to respond to questions concerning the Staff's identification consideration of all reasonable alternatives including system design alternatives, alternative sites, and other alternatives and possible mitigation measures.

First applications filed for Early Site Permits - Clinton, North Anna

No permits for new nuclear power stations have been issued in the United States since the Three Mile Island accident in 1979. But today, Exelon and Dominion filed applications requesting NRC approval for construction of a standardized design plant at their Clinton (Exelon) and North Anna (Dominion) sites. NRC's application review process is expected to take about 33 months. Each utility would then have twenty years (renewable to forty) to decide on and build a new plant at their site. The utilities have not decided if or when or what to build if their permit is approved. The USDOE contributed towards the cost of preparing the applications.

April 17, 2003: Dominion Virginia Power "is at the forefront as the nuclear industry is quietly gearing up to get the first new reactors built in 20 years", reports a Virginia newspaper, the Hampton Roads Daily Press. The first new reactor, it notes, could be built at North Anna. Dominion hasn't made any commitments to build a reactor there, or anywhere else, but the company "wants to have that option when it looks at future energy needs", the article reports. Dominion told the NRC that the company plans to file an early site permit application for the North Anna site in September. Dominion spokesperson Richard Zuercher is quoted: "This allows us to bank the site for 20 years. We want to demonstrate that this process does work."

DOE to pay half the $11-million ESP costsThe utility expects the North Anna ESP application to cost $11-million, according to Dominion Resources spokesperson Richard Zuercher. The U.S. Department of Energy will pay half of that -- as an incentive for companies to apply and demonstrate that the new licensing process works.

A. (Thomas Farrell) It was much shorter than the first one. The first one we had taken down for its refueling outage, began our preliminary inspections of the vessel head and decided that repairing it was going to take almost as long as it would take us to replace it. So that took from late September until the middle of January, that North Anna Two outage; North Anna One is significantly shorter.

April 15, 2003: A letter to the editor of Richmond Times Dispatch took eloquent exception to the anti-nuclear focus of the newspaper's story announcing license extension approvals. The letter writer concluded with "The fact that the North Anna and Surry power stations may operate for an additional 20 years means Virginia's citizens will pay less for electricity and suffer less environmental insult. That is good news!" The editors' reply seems a bit off the mark to nuclear.com: "News editors respond: Because of electric deregulation, Dominion Virginia Power is not obligated to pass along any of the cost savings that are associated with extending the life of the nuclear power plants to Virginia consumers."

April 4, 2002: Dominion Resources Inc. told the U.S. Nuclear Regulatory Commission this week it intends to seek an early site permit for a possible new reactor at its two-unit North Anna power plant in Virginia. "We want to keep our options open, but we have no plans to build a new nuclear power plant," said Dominion Resources spokesman Richard Zuercher. "We're more interested in demonstrating the process than building anything," he said, adding that Dominion plans to apply for an early site permit in autumn 2003.

An early site permit allows a company to "bank" the land for up to 20 years for possibly building a new reactor -- without having to specify the reactor type or committing to construction. The program, launched by the NRC in 1999 to smooth the way for new reactors, has not yet been tested.
