NRC: Mehta Has No Case At Millstone--Commission won't elaborate on how it reached its decision
Investigators for the Nuclear Regulatory Commission have found Dominion did not discriminate against whistleblower Sham Mehta of East Lyme. Mehta alleged last year that Dominion had retaliated against him by eliminating his job after he reported a security concern -- that the intruder alert system at Millstone was routinely turned off because of false alarms. As a worker in the Employee Concerns department, it was his job to report to management such issues. Neither Dominion Spokesman Pete Hyde nor Mehta's lawyer, Hank Murray, would comment on NRC's finding. NRC has been monitoring the outcome of a similar case pending before the U.S. Labor Department, which this week authorized a confidential settlement between the parties. Mehta has lodged a third complaint before the state Department of Public Utility Control, and that case is still pending. April 27, 2005 Millstone-1 spent fuel pool cooling pumps lost power for about 2 hrs due to fire outside protected area At approximately 6:45 a.m., Millstone Unit 1 lost power to the spent fuel pool pumps when a transient caused the Flanders Line main breaker to open and automatically re-close. Plant personnel observed smoke, some arcing, and small flames on a utility pole located outside the protected area. The spent fuel pool pumps were returned to service when power was restored at 8:59 am. NRC resident inspector reported that during this short period no significant increase in spent fuel pool temperature occurred. By the way, the time to boil for the Unit 1 spent fuel pool is in excess of several days. Nuclear reactor shut down to investigate problem
Millstone-3 shut itself down after detecting a problem yesterday morning, causing a release of non-radioactive steam into the air, a plant official said. A problem in the steam system was discovered at about 8:30 a.m. Some residents near the plant were concerned and called Millstone because the release of steam is not a usual event at the complex, Dominion Nuclear Connecticut spokesperson Pete Hyde said. Dominion declared an alert, the second lowest of four action levels in Millstone's emergency response plan, at about 8:42 a.m. The alert was canceled at about 7 p.m. There was no release of radioactive material and no one was injured, Hyde said. The owner of the three Millstone units plans to apply this month to the Connecticut Siting Council for permission to build 135 bunkers. Meanwhile, local zoning officials in the town of Waterford have recommended limiting the plant, for the time being, to 19 bunkers and casks. "We need to keep this thing to a manageable level," Planning Director Thomas Wagner said in presenting a five-page draft of recommendations to commissioners. "If they can justify more, they can reapply." The state council can modify the local recommendation only if two-thirds of the state council members agree to an alternative. The recommendations specify that the storage bunkers be used only for spent fuel from Millstone 2. Written status reports are required every five years on construction, bunker installation, continued need and other changes. Zoning commissioners also said that Millstone's owner, Dominion Nuclear Connecticut, should provide "a good faith and detailed examination of alternatives" that the company rejected before choosing this type of storage facility.
