Hatch - $2.75-billion in Nuclear Property Insurance Coverage as of April 1, 2007

10CFR50.54(w)(3) requires reporting of nuclear property insurance. Georgia Power Company holds insurance policies providing a total nuclear property coverage limit of $2,750,000,000 for Plant Hatch. The policies are both from Nuclear Electric Insurance Ltd. Primary Coverage policy is NEIL's Primary Property in the amount of $500,000,000. Excess Coverage policy is NEIL's Excess Property in the amount of $2,250,000,000, in excess of $500,000,000.

For the 6-month period ending December 31, 2006, Plant Hatch reported the following as average number of workers with unescorted access:

Southern considering Hatch for Early Site Permit

In a telephone conference about Early Site Permit Environmental Report for Plant Vogtle, the utility told NRC that Plant Hatch was being considered as alternative site for Early Site Permit. Other alternatives being considered are Farley and a greenfield site. The utility said it is currently developing a report on their alternative site selection process and results and expressed willingness to provide this report to NRC staff within a couple of weeks. Hatch - spent fuel pieces inventory discrepancy

Southern Nuclear Operating Co. has been unable to reconcile its inventory based on an initial review of records of spent fuel storage locations and visual verifications of fuel within the plant's spent fuel pools. The company told NRC that, collectively, the fuel rod pieces which cannot be accounted for total approximately 68 inches. "The NRC in February ordered all commercial nuclear power plant licensees to inventory their spent fuel pools," NRC Region II deputy administrator Loren R. Plisco said. The company initiated its examination of the contents in May. The company completed its initial spent fuel assessment on Oct. 28 and reported to the NRC today the identification of possible fuel pins and other pieces for which there was no inventory or accounting. NRC officials said agency inspectors have been monitoring the company's progress as fuel pieces were found and collected from the spent fuel pools, beginning with the first indication of an accounting problem last May. The NRC this week has been conducting an on-site inspection of the plant's material control and accounting program as a followup to the NRC Bulletin. The investigation may take several months. Because of extensive radiological and security measures in place, NRC officials said it is highly unlikely that the material is in an uncontrolled location or that it poses any risk to the public.

Unapproved Manual Operator Actions for Post-Fire Safe Shutdown - SNOC's reasoning fails to prompt NRC to withdraw Plant Hatch violation notice

On September 1, 2003, NCV [non-cited violation] 50-366/03-06-04 was identified during a routine NRC inspection at the Hatch nuclear plant. In a letter of October 1, 2003, Southern Nuclear Operating Company requested that the NRC withdraw that NCV for various reasons. NRC's evaluation concluded that some of the examples originally cited were not violations, but one was. The violation thus stays on the record. The violation involves failure to provide the required physical protection against fire damage for power to the station service battery chargers. Instead, Plant Hatch relied on local manual operator actions, without NRC approval. SNOC's response also raised the question of whether they really understood the safety basis for NRC's concern: "The NRC does not agree with this licensee statement", the NRC said. NRC then explained: "The concern is not an assumed loss of offsite power concurrent with a fire. Instead, the concern is that fires in certain areas of the Hatch plant can cause a loss of offsite power."

Appendix R, Section III.G.2 requires that power to the battery chargers be physically protected because it is needed to maintain the reactor in a hot shutdown condition following a fire. Use of an operator action to repower the battery chargers during non-fire conditions does not make that action acceptable during a fire. Plant conditions during a fire could be significantly different than plant conditions with no fire. With no fire, two trains of safe shutdown equipment should operate. However, during a fire only one train of safe shutdown equipment may be operable since only one train of safe shutdown equipment is required to be designed to be free of fire damage. Also, a fire may affect the ability of operators to perform local manual operator actions. During the onsite inspection, Plant Hatch verified (and the NRC inspectors checked) that, for a fire in any one of the four fire areas inspected, the local manual action to repower the battery chargers was reasonable (met the criteria of Enclosure 2 to NRC Inspection Procedure 71111.05) because the action was either not affected by the fire or was not needed because the fire would not cause a loss of offsite power. However, Plant Hatch may need to perform additional reviews to verify that this operator action can be performed (will not be affected by the fire) for fires in all fire areas where the action may be needed.

Both Plant Hatch units approved for 1.5% power uprates

NRC has approved Plant Hatch's application to increase the allowable generating capacity at both units by 1.5%, mostly due to improvement in the accuracy of feedwater flow measurement. Unit 1 will be rated at 935 MWe; unit 2 will be rated at 950 MWe. Plant management intends to implement the uprates by November.
