Info from DOE EIA: Rochester Gas & ElectricÕs Ginna nuclear plant is near Rochester, New York.Ê It is a 498-megawatt (MWe) single unit Westinghouse 2-Loop pressurized light water reactor, similar to those at Point Beach, Kewaunee, and Prairie Island. In 2001, the Ginna plant generated 4.29 billion kilowatthours of electricity which maintaining an average capacity factor of 98.2 percent.Ê The figures for 2002 were 3.83 billion kilowatthours and capacity factor of 87.8 percent. This plant is operated by Rochester Gas & Electric Company and owned by the RGS Energy Group. NRC has a performance indicator and inspection finding matrix webpage for Ginna. On April 4, 2005, following completion of refueling activities and tensioning of the reactor vessel head, the plant entered Mode 5. On April 10, 2005, the plant entered Mode 2 to perform physics testing. Following the completion of reactor physics testing on April 11, the plant entered Mode 1 and the turbine was synchronized to the grid. Full power was reached on April 13. Later that day, an Electro Hydraulic (EH) system leak on a fitting to the number four turbine control valve necessitated taking the plant to 75% power to effect repairs. Once repairs were complete, a power ascension occurred and full power was reached on April 15. On June 6, 2005, power was briefly reduced to 89% at the request of the local energy distributer, Rochester Gas and Electric (RG&E), because of potential concerns RG&E had with the load-carrying capability of the offsite power distribution network. Once RG&E determined that the load carrying capability of the local grid was adequate, Ginna was returned to 100% power. The power reduction lasted less than four hours. [Source: K. This would be the first application for a partial site release from an operating power reactor licensee. Constellation Energy indicated that the application would be made pursuant to the provisions of 10 CFR 50.83, ÒRelease of Part of a Power Reactor Facility or Site for Unrestricted Use,Ó which was published in 2003 to address the release of portions of a site or facility before the approval of a license termination plan. The land in question is a strip of land along the western boundary of the site. As part of its review of the presumed application, NRC staff will verify that there is no residual radioactivity from plant operations on the property and that the plant's security and emergency plans would not be adversely impacted. May 30, 2003 NY state stinginess on rate increases may prompt sale of Ginna The state doesn't require utilities to divest themselves of their nuclear plants, but by disallowing all of the requested electric rate increase requested by the utility, the company has a strong incentive to get out of the rate-regulated part of their business. RG&E had requested a 5.7%, $40-million electric rate increase, and a natural gas rate increase of $ 19-million, or 6.6%, for the 12-month period ending June 30, 2003." The NY Public Service Commission, however, approved only a $ 5-million natural gas rate increase ( 1.7%). The utility issued a vague statement today that seems to give public notice that their longstanding desire to keep the well-performing Ginna plant may be a thing of the past: "It is our intention to adopt that policy which means selling generation, where viable in today's marketplace, and achieving long-term rate plans, which provide customer choice."
