November 1, 2007 Farley plants' minimum river flow in Alabama at risk, as Georgia considers holding water back for Atlanta Alabama Sen. Jeff Sessions visited Farley Nuclear Plant on Tuesday morning. Sessions said if the flow of water down the Chattahoochee River decreases just a little more, Farley could be forced to shut down one or both of its reactors. "We have to remain in a crisis mode," Sessions said just days after Georgia Gov. Sonny Perdue discussed protecting Atlanta's long-term water supply by decreasing the amount of water allowed downstream from north Georgia. "We can't have one state upstream take all the water out of the river." Sessions said a Washington Congressional delegation including himself, Sen. Richard Shelby, R-Tuscaloosa, and Rep. Terry Everett, R-Rehobeth, will be hosting Perdue, Alabama Gov. Bob Riley and Florida Gov. Charlie Crist on Thursday to discuss the states' water needs. He hoped it would also jump-start the process toward a solution. However, Sessions did not indicate a quick fix. "This has been going on a long time," Sessions said when talking to reporters after a brief tour of the plant. "Negotiations have broken down." Satisfying the three states' long-term water needs has been an issue for 18 years. Several lawsuits have been filed, including one recently from the State of Alabama in an attempt to block construction of a reservoir north of Atlanta that could impact the amount of available water for Alabama. Sessions said the issue specifically affects Farley because the plant needs a minimum water flow of 2000 cubic feet per second in order to adequately cool and maintain the reactors. A spokesperson for Farley said the flow is near minimum levels and that the states are operating on a 2003 memorandum of understanding, signed by all three governors, insuring the minimum flow. But construction of reservoirs in north Georgia could affect the flow. [Source: Lance Griffin, "Sen. Other alternatives being considered are Plant Hatch and a greenfield site. The utility said it is currently developing a report on their alternative site selection process and results and expressed willingness to provide this report to NRC staff within a couple of weeks. September 30, 2004 Farley - 40 attend license renewal meeting re draft SEIS comments On September 30, 2004, NRC staff conducted two public meetings related to the license renewal application for Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley). The purpose of the meetings was to solicit comments from the public on the draft supplemental environmental impact statement (SEIS) issued on August 6, 2004. The draft SEIS is a plant-specific supplement to NUREG-1437, "Generic Environmental Impact Statement for License Renewal of Nuclear Power Plants." Approximately 40 people attended the meetings, including representatives of the State and local governments, the licensee, news media, and members of the public. The public comment period ends on November 5, 2004. In addition, in an effort to improve communication and increase interaction with members of the public, the NRC staff hosted an informal 'open house' for one hour prior to each meeting and encouraged the public to submit meeting feedback forms. The NRC staff set up displays, provided informational brochures and met with members of the public to answer questions about the proposed renewal of the Farley operating licenses. The six capsules from each unit are those which had previously been designated as "standby" specimens (i.e., no fixed withdrawal date). The withdrawal schedule shows not dates, but neutron fluences (6.12 E18 - 9.45 E19 n/sq cm) and effective full power years (1.1 to 24 EFPY). [ACN ML040690698] * Withdrawal of Relaxation Request of Order EA-03-009 - Farley's March 5 letter to NRC withdrawing proposed delay (of one refueling outage) of non-visual, non-destructive examination of the reactor pressure vessel head penetration nozzles. The decision to withdraw came after teleconference discussing the request with NRC staff [ACN ML040690717]. Also released: NRC's reply letter [ACN ML040700479] Background: In a Feb. 20 letter [ACN ML040410492] to PWRs, NRC slightly altered its EA-03-009 requirements, in recognition of physical limitations and other issues identified during the year since the Order. According to industry newsletter Platts Nucleonics Week, the key issue addressed by the changes is the extent of nozzle coverage required for non-visual inspections. The NRC changes don't relax the requirements as much as EPRI's Materials Reliability Program report (MRP-95), which suggests that non-visual inspection should cover an area extending from 1 inch above the highest point of the root of the weld to 1 inch below the toe of the weld on the nozzle. Amongst the new changes is a provision allowing a one-outage delay, but it only applies to newly-replaced heads. In discussing requests such as Farley's, Platts quoted William Bateman, the chief of NRC's chemical & materials engineering branch: "this is just an area where NRC will accept very little uncertainty". The article also cited Robinson source as indicating his perception that if the plant didn't withdraw its similar request, NRC would deny it without even a request for additional information. In the words of an anonymous NRC staffer: the Robinson request is not "technically supportable".
