December 24, 2011 * [npp-Diablo Canyon] On the faultline frontline for Diablo Canyon, David Sneed, San Luis Obispo Tribune (via Nevada ANP) Aug 28, 2010 Guide Tube leaks - Reactor Vessel Bottom Mounted Instrumentation - history, and Diablo Canyon practices to prevent Industry operating experience has provided two events of RV BMI guide tube leakage. In a 1989 event at Turkey Point, transgranular stress corrosion cracking in several BMI guide tubes was found. The cracking occurred above the seal table due to chloride contamination and intermittent wetting. In 2003, boron deposits were found on the South Texas Project's Unit 1 BMI. The cause of this leak was determined to be a result of weld defects on the highly stressed,interface between the Alloy 600 tube and the connecting weld to the pressure vessel. In both events the initiators of stress corrosion cracking (SCC) were due to nonaging related factors. Westinghouse Technical Bulletin NSID-TB-90-02 recommended that the outside surface of the guide tubes at the seal table would be visually examined each outage. The RV BMI guide tubes are examined under ASME Section XI IWB-2500 item B15.10. DCPP inspection procedures contain acceptance criteria based on the ASME Code. Due to ASME Section Xl Code inspection requirement size limitations, the RV BMI guide tubes are not specified to have any inspections other than normal operating pressure tests in ISI programs. There are-no nondestructive examinations required, as piping of nominal pipe size of one inch and smaller is exempted from volumetric and surface exams by IWB-1220. PG&E believes the current ISI testing by pressurizing the BMI guide tubes and visual examination is sufficient. PG&E's Water Chemistry Program also maintains the environment to prevent a similar event as Turkey Point. The industry operating experience shows that SCC of the BMI guide tubes was due to nonaging related factors. Source: PGE letter to NRC, Aug 17, 2010, ML102310039, pdf p. 7 August 9, 2010 Earthquakes and Diablo Canyon: public workshop - Sept 8-9 Earthquakes have been one of the main safety concerns at the Diablo Canyon nuclear plant since the Hosgri Fault was discovered about three miles offshore near the facility. Those concerns increased significantly with the discovery last year of the Shoreline Fault, which is less than a mile offshore. Seismologists say that the maximum strength of a quake from either fault is magnitude 6.5. Diablo Canyon is designed to withstand a quake of magnitude 7.5. The lead story in local paper today is about a September 8-9, 2010 public conference on the subject:

NRC, 449 F.3d 1016 (9th Cir. 2006), cert. denied (January 16, 2007). The intervenors had sought an NRC order that PG&E "may not use the ISFSI to store spent reactor fuel unless and until the NRC completes the environmental analysis remanded by the U.S. Court of Appeals and re-issues a permit to PG&E for the ISFSI." PG&E's response noted that if the Court of Appeals had intended such injunctive relief, it surely would have mentioned it. PG&E cites variety of precedents against Mothers' take on the matter, including Supreme Court description of injunctive relief as an "extraordinary" equitable remedy that "does not issue as of course." The intervenors claimed that a PG&E request -- that the renewed proceeding move forward -- implicitly concedes that the company has no legal authority to load spent fuel into the ISFSI. The chargers provide DC power to various safety related and non-safety related systems and equipment throughout the plant. If the chargers are unavailable, batteries can only supply DC power for up to eight hours. The NRCÕs Special Inspection Team, consisting of a resident inspector and senior reactor engineer from the NRCÕs Region IV office in Arlington, Texas, will evaluate the adequacy of the licenseeÕs response to the battery charger failures, their root cause evaluation, and corrective actions.
