Crystal River FAQs

July 5, 2012 - Crystal River is now owned by Duke Energy, due to merger between Duke and Progress. The new company is the largest electric utility in the US using many measures, including number of customers (over 7 million) and generating capacity (58,000 MW). The new Duke comes in third when it comes to number of nuclear plants - twelve units at seven sites.

The single-unit, 860 MW Crystal River Nuclear Plant is about eight miles north of Crystal River, Fla. The pressurized water reactor nuclear unit is a part of the Crystal River Energy Complex, which also includes four coal-fired generating units. The Crystal River Nuclear Plant began operation in 1977.

Duke considers new gas plant to replace Crystal River power

Since Crystal River was shut down in 2009, its owners have been partly purchasing power to meet the shortfall, and it will have to continue doing so until a replacement plant is commissioned. While Duke didnÕt announce a definitive plan for the replacement, it did mention that it was evaluating the use of a natural gas plant.

* Duke will have up to two years to develop and submit its decommissioning plan.
* NRC estimates the cost of decommissioning a nuclear plant could range from $300 million to $400 million, for NRC mandated activities only. Dismantling the plant and related facilities could push the cost higher. Duke currently has about $621 million in its decommissioning fund.Ê

* Florida Public Counsel J.R. Kelly represents ratepayers before the Public Service Commission.
* Kelly has filed a petition with the PSC challenging Progress Energy's settlement with its insurer because he thinks the amount is too low. The Nuclear Electric Insurance Limited has agreed to pay out around $845 million for the broken power plant. But Kelly thinks that's at least $500 million short and he doesn't want ratepayers to get stuck paying additional charges. "We believe the settlement amount is just only a token of what the insurance company should pay up because whatever the insurance company pays up, it's for the benefit of the ratepayers. Under the policy, the way we read it, is that the proceeds for the plant should be at least another $500 million in the ratepayers' benefit."
* Kelly is also trying to block Progress-Duke Energy from charging customers for about $110 million of improvements at Crystal River that never went into service before the plant was shut down.

Plant status - Oct 1, 2011 through Dec 31, 2011: Crystal River 3 began the inspection period in ÒNo ModeÓ with the full core off-loaded to the spent fuel pool. The Unit remained in this condition for the remainder of the inspection period.

Containment Wall Repair:During this quarter, NRC inspectors observed and monitored additional radial anchor installation in containment building Bays 2-3, 4- 5, and 6-1. The additional anchors were installed to limit the likelihood of any additional delaminations of the containment building during future repair activities. The inspectors observed the installation of several anchors to verify they were being installed per approved work instructions. A summary of NRC oversight of activities related to the Crystal River Unit 3 containment building is available on the NRC website at http://nrcweb:400/info-finder/reactor/cr3/summary-public-documentation.html

Crystal River - plant wonders whether removal project caused the crack

Progress Energy and federal officials continue to investigate the cause of a half-inch-wide crack recently found inside a containment wall at the Crystal River nuclear plant. One possibility: The crack opened as workers created a huge hole in the reactor building's fortress-thick outer wall to remove some old equipment. "It looks like it's very new," Progress Energy spokeswoman Jessica Lambert said of the crack.

On Friday, the NRC is scheduled to get more details at a public meeting requested by the utility to provide an update on its investigation.

Unstable chemical brings bomb squad to Crystal River

A bottle of picric acid was found, outside, on the fossil plant side of the site. It had started to crystalize. The chemical packs an explosive power similar to dynamite when unstable. The local bomb squad was called in. They dug a hole in a nearby vacant field, used a robot and body armor to place the bottle in the hole along with explosive charges which they used to detonate and destroy the chemical.
