Cooper plans to request uprate, license renewal, 2-yr fuel cycle, and alternate source term

In a presentation to NRC in Rockville, Nebraska Public Power District discussed its plans for submitting the following licensing amendments for Cooper Nuclear Station (CNS): license renewal, 24-month fuel cycle, power uprate, dry cask storage, and alternate source term (AST). The majority of the meeting was focused on the CNS AST license amendment. This amendment will be submitted to the NRC in the following three separate submittals: fuel handling accident (FHA), loss-of-coolant accident (LOCA), and control rod drive and main steam line break. NPPD expressed that it would like to have the approval of the AST for FHA and LOCA in time for the CNS fall 2006 outage. The NRC staff discussed numerous operating experiences and concerns that occurred in reviewing AST submittals.

US: Nebraska Public Power District (NPPD) has resumed full control of the operation of the Cooper nuclear power plant after terminating its management services contract with Nuclear Management Co (NMC). The termination - ending a business relationship NPPD had had with NMC since September 2001 - came two weeks after NPPD announced it would begin negotiations with Entergy aimed at bringing in that company to operate the plant. NPPD Board calls on Entergy to manage Cooper Nuclear Station

An Entergy press release describes the company's delight and plans after being selected by NPPD Board to manage the Cooper plant. An AP wire story this afternoon (it hasn't hit the free web sources yet, as best we can tell) indicates that NPPD expects the contract to add a million dollars a year to operating budget. Entergy and Cooper will negotiate details soon. The board also gave go-aheads to pursue 20% power uprate (to 1,000 MWe), license renewal (to 2034, adding 20 years to expiration date), and lengthening operating cycle (to 2 years, up from current 18 months).

Cooper - 'We're not satisfied yet'

Cooper Nuclear Station is considered by NRC to be one of the most poorly run plants in the country. The agency has formally documented quarterly assessments of the plant's performance since April 2002. The results of the latest assesment were presented by NRC at a pulic meeting in Brownsville yesterday, The NRC representatives voiced concern over some pretty fundamental subjects, such as human performance and equipment reliability. In just the past month, for example, NRC inspectors identified six people doing work at the plant despite lacking the required qualifications.

Nebraska Public Power District has a goal to average 20 days without an employee error. The NRC reported that, as of April, the plant is averaging 17 days. NPPD noted that, at the time of the meeting, the plant had operated 47 days without an event. Plant Manager John Christensen said that management is working to reduce employee distractions, perform more individual job evaluations and improve the safety culture of the plant. As for the upkeep and operation of machinery, the plant staff is working to prevent any future problems, said Gary Kline, a plant's engineering manager. "In engineering, we've been reactive", he said. "Our goal is to be proactive". Tom Palmisano, site vice president, said he agreed with NRC's overall assessment. Progress is being made, but improvements are still needed. "We're not satisfied yet," he said.

Cooper ramping up after 5-week turbine outage

Repairs to a broken turbine blade were completed Friday. The plant has been shut down since the breakdown occurred on May 26. The utility estimated last month that the repairs would cost in the range of up to $1-million. The NRC's daily power reactor status report showed Cooper at 11% power on July 1 and 25% power on July 2. The NRC's numbers are based on licensee-reported data between 4 am and 8 am each morning.
