November 2, 2007 Catawba - drought prompts mod to allow backup safety systems to work with less water in Lake The Catawba River basin is shrinking about 2 percent per week. Duke Energy Corp. relies on the river for many plants, including its McGuire and Catawba nuclear plants, three coal-fired plants and 13 hydroelectric dams. Its hydroelectric plants are already running at half capacity because of the shrinking water supply. The McGuire plant on Lake Norman, N.C., needs the water level in the lake to be above a certain point in order for the plant's backup safety systems to work, but the recent drought is causing problems. With no end in sight, the company has had to redesign and replace the backup safety system to be able to operate at a lower lake level. Without having the system operational, the company could be forced to temporarily shut down the plant, according to its operating license with the U.S. Nuclear Regulatory Commission. The plant provides nearly 2,200 megawatts, and shutting down would mean extreme strain on Duke's other capacity. "We have put every available resource into this job," said spokeswoman Rita Sipe. As a temporary fix, Duke is keeping the lake level high enough by utilizing its series of 13 dams on the Catawba River. Greenpeace wants all plutonium to be treated as nuclear waste and not as potential reactor fuel. This approach would be cheaper, faster, safer, and more secure. It also urges a ban on the production of all weapons-usable fissile materials. After the casks were off-loaded at the Charleston Naval Weapons Station, some will be transported 1,500 miles to the Los Alamos National Laboratory in New Mexico for storage. A part will become part of a three year nuclear fuel experiment at Duke EnergyÕs Catawba nuclear reactor in South Carolina. MOX fuel is used in Europe but for this batch, the plutonium used for reprocessing was weapons-grade. June 3, 2004 Catawba MOX fuel use - ASLB invites oral public comment (June 15) The ASLB will hear brief oral public statements, called limited appearance statements, in connection with a proceeding involving Duke EnergyÕs request to the U. S. Nuclear Regulatory Commission to amend the operating license of the Catawba Nuclear Station to allow the use of four mixed oxide, or MOX, test assemblies. Two sessions have been scheduled, from 3:30 - 5:30 pm, and from 7-9 pm, in the Grand Ballroom of the Omni Charlotte Hotel (132 Trade Street, Charlotte NC). Those who have submitted a timely written request to make an oral limited appearance statement in Charlotte will be given priority over those who have not. An evidentiary hearing previously scheduled to commence on June 15 in Charlotte has been rescheduled for July 14 at the NRC Offices in Rockville, Maryland. At that hearing, the Board will receive testimony and exhibits and allow the cross- examination of witnesses. The scopes of these inspections are consistent with Catawba's response to 1D of NRC Bulletin 2002-01 and IV.C.3.a and IV.D of NRC Order EA-03-009. These inspections indicated the presence of boron deposits on the reactor vessel head. The deposits were located predominately in the area of a conoseal penetration found leaking in the early 1990s (Reference Duke's 15 day response to NRC Bulletin 2002-01). Isotopic analysis of the boron indicated the deposits were likely from the past conoseal leaks. The deposits were cleaned from the carbon steel head and surrounding control rod drive mechanism housings. Evaluation of the reactor vessel head after removal of the boron deposits showed no degradation. Therefore, these inspections confirm that the Catawba Unit 2 head is free of degradation due to corrosion or wastage resulting from boric acid. No further corrective action was necessary. " Catawba's response was contained in a May 22, 2003 letter (ACN ML031490366). April 30, 2003 Status of License Renewal Activities: [from NRC's June 20 letter to Congress, containing status report for period of April 1-30] McGuire, Units 1 and 2, and Catawba, Units 1 and 2, Combined Renewal Applications NRC staff issued the final supplemental environmental impact statements (SEIS) for McGuire and Catawba in December 2002. The safety evaluation report resolving the open items was issued in January 2003. The staff is supporting completion of the hearing process. A decision on the renewal of the licenses is expected by December 2003. In January 2002, the Atomic Safety and Licensing Board (ASLB) admitted contentions filed by two petitioners in the Catawba and McGuire license renewal proceeding. The staff and Duke appealed the ASLB decision and the contentions were subsequently dismissed. However, in December 2002, the Commission reinstated late-filed contentions that had been submitted in May 2002. In April 2003, the petitioners requested that one of the dismissed contentions be reinstated. These late-filed contentions and the request for reinstatement are currently being reviewed by the ASLB for admissibility. |
