Following the maintenance, reactor power was restored to 100 percent. Power was again reduced on October 12th, 13th, and 15th to approximately 95 percent to support additional condenser waterbox cleaning activities. Following each cleaning, reactor power was restored to 100 percent. On December 18th, reactor power was reduced to approximately 82 percent to support turbine control valve testing. Following completion of the testing, the unit was restored to 100 percent power and remained there the remainder of the period. Unit 2 began the period at 100 percent power and remained unchanged until October 3rd when power was reduced to support condenser waterbox cleaning. Following the cleaning, power was restored to 100 percent. Power was again reduced on October 14th and 18th to approximately 94 percent to support additional condenser waterbox cleaning activities. On November 5th, power was reduced to 87 percent for main turbine control valve testing. Following the completion of testing, power was reduced to 65 percent to support maintenance on the 22 steam generator feedwater pump. Following completion of this maintenance, the unit was restored to 100 percent power and remained there the remainder of the period. [Source: Mark A. Gwiazdowski said the less information that is available to the general public about security at the plants, the easier it is to protect the facilities. Physical barriers such as steel cables, roadway blockades and several layers of fencing around nuclear power plants do the job, he said. But all of the preparation could be undermined if a plant worker provided classified information to terrorists. He said guards at the 103 nuclear power plants in the United States undergo extensive background checks before being hired. The plant wants to use Transnuclear's newer, higher-capacity cask design, the NUHOMS-32P. Changes that can not be made under 10 CFR 72.48 are planned to be submitted in a license amendment request to NRC by December 31, 2003. The ability to load 32 bundles per cask instead of 24 will allow the plant to get by with loading three casks per year instead of four. Using fewer casks will, in turn, extend the useful life of the ISFSI by six years. [Source: Stephen C. August 26, 2003 * Calvert Cliffs - containment sump strainer review July 29, 2003 No need for 10-year checks of containment spray system anymore, sez Calvert Cliffs Several other plants have been authorized by NRC to delete requirement for 10-year inspections of the containment spray system. Calvert Cliffs wants to do the same. The piping is stainless steel, so corrosion isn't considered a potential problem. The risk of blockage from boron deposits is minimized by drains, and the risk of foreign material entering the system during maintenance is minimized by the plant's Foreign Material Exclusion program. No other potential causes of blockage have been identified. June 18, 2003 - Calvert Cliffs - emergency siren test result tracking method has been inconsistent with NRC performance indicator expectations April 8, 2003 - New NRC resident inspector is Joseph M. O'Hara II. He joins Senior Resident Inspector Fred Bower, and succeeds Leonard Cline, who is now the Senior Resident Inspector at FitzPatrick plant in Scriba, N.Y. O'Hara joined NRC in 2002 as a region-based inspector in the Division of Reactor Safety. He also worked as a project engineer in the Region I Division of Reactor Projects. Prior to joining the NRC, O'Hara worked at the Norfolk Naval Shipyard. O'Hara has a Bachelor's degree in marine engineering from the Massachusetts Maritime Academy and a Master's in engineering management from George Washington University. O'Hara, his wife and children reside in California, Md., where he's an assistant soccer coach in the St. Mary's Youth Soccer League. [source: NRC press release] April 4: July 2003 is latest target for reopening of Cove Point liquified natural gas terminal, according to Dominion spokesperson Dan Donovan. The 1-billion-cubic-foot/day capacity facility is expected to take in one to two ships a week through the end of the year, or around 30 cargoes between July and December. This slippage from May date reflects weather-related delays in construction of a new dock. The dock, located about a mile offshore, is a bit more remotely located than previous location. Coast Guard Lt. Dulani Woods told Natural Gas Week that since 1980 there has been a safety zone around the terminal of up to 200 yards when a carrier is docked. New proposals under consideration would increase the security zone to a 500-yard radius, he said. Incoming and outgoing LNG ships will be escorted up the Chesapeake Bay by a Coast Guard vessel. A similar rule is in effect for LNG ships that enter Boston Harbor destined for the Everett LNG terminal in Massachusetts. Meanwhile, the Coast Guard has finalized its "security zone" of 300 yards (into the bay) by 500 yards (along the coast) around the nearby Calvert Cliffs plant, effective March 31, to be marked by white bouys. The Coast Guard called the zone "urgently necessary for public safety and power plant security." Lt. Woods stressed that a vessel the size of an LNG carrier couldn't get very close to the Calvert Cliffs plant. "It's just too shallow," he said. The draught on a ship the size of an LNG tanker -- generally about 33 feet -- would prevent it from moving closer. D2] April 1: The Coast Guard's security measures for LNG tankers using the Cove Point facility include notification by incoming ship four days before reaching the Chesapeake Bay. The Coast Guard will cross-check the passenger and crew list with terrorist watch list. At Cape Henry, an armed Coast Guard team will inspect each vessel. After clearance is granted, a "moving safety/security zone" will be enforced around the ship, ensuring that no other vessels come near. Coast Guard Lt. Cmdr. Brendon McPherson told The Washington Post that the operation will continue until the tanker finishes unloading and returns to sea, representing "unprecedented" security measures. The Post reports that months before Sept. 11, 2001, residents told federal regulators that they feared that terrorists could commandeer a liquefied natural gas tanker. Should its massive storage tanks be breached, either by grounding or explosion, the gas would vaporize on contact with the air and could, if ignited, send a giant fireball hurtling toward the nuclear plant and their community. "We were afraid of terrorists before 9/11 -- and 9/11 came," said Mary Robinson, a Lusby resident whose home is within several miles of the Cove Point LNG plant... Robinson said that she is "feeling less secure, period." She, like many other Americans, no longer believes she is protected from "terrorism by the big Atlantic Ocean." "I feel that whatever happens will happen quickly and unpredictably," she said. B7] March 25: Sport fisherman have enthusiastic things to say about Calvert Cliffs these days. Here's some excerpts from angler's column in Washington Post: "Fishing, like most things, is all about timing. Usually you get it wrong but occasionally you get it right, which keeps you coming back. And once in a long while, with a bit of luck, you hit it perfectly. Australians call these "bottle days" -- the ones you want to put in a bottle and keep forever. Such a day was Tuesday. [We headed] down to Calvert Cliffs nuclear power plant, where big rockfish returning to the Chesapeake to spawn are likely to stop early in the spring to feed around the warm-water discharge pipe... The outfall comes churning out in 30 feet of water a few hundred yards offshore. My fancy electronics said it was only a degree warmer than the surrounding bay -- 48 degrees vs. 47. But that and the vigorous flow apparently were enough to attract rock, because we both had strikes very quickly..." He also noted the watchful presence of Maryland state DNR police boat and inspection-conducting Coast Guard crew in inflatable boat. D3] March 20: Calvert Cliffs plans to request exception to NRC's requirement for ultrasonic testing of vessel head penetration nozzles. A February 11 NRC order specifies testing each nozzle starting two inches above the J-groove weld and extending to the bottom of the nozzle. The configuration of the nozzles at Calvert Cliffs unit two apparently makes it quite a problem to obtain UT data near the J-groove welds. A request for relaxing the inspection requirements, from Turkey Point, was the first relaxation of the February 11 order to be approved by NRC. Nucleonics Week reports, however, that the Turkey Point particulars are quite different. Turkey Point proposed carrying out full inspections on all but nine nozzles. And on those nine, Turkey Point proposed inspecting to at least an inch below the weld." The story cited an unnamed NRC staffer who follows the issue closely as saying that the Turkey Point and Calvert Cliffs requests are "totally different animals". A key difference cited by the staffer is thaaat the Turkey Point request affects only non-pressure boundary portions of the nozzles. An NRC letter to Turkey Point last month included safety evaluation which noted the plant's "analysis which demonstrated that no flaw below that portion of the nozzle would propagate to a level adjacent to the J-groove weld within an 18-month operating period". The methodology used by Turkey Point for estimating crack growth rate was based on an EPRI report, which NRC is independently evaluating. NRC's approval to Turkey Point is contingent upon that evaluation. The NRC staffer reportedly told Nucleonics Week that the requirement to inspect to the bottom may be conservative, but that any request for relaxation must be justified by the requesting plant. The unit 1 SGRP in 2002 took more than 100 days. Nuclear News reports that "for proprietary reasons, the plant's management is not commenting on when the unit is expected back on line." Bill Baines, engineering trainer at the plant, told Nuclear News that "the project does not replace the entire steam generator. Instead, we are using the containment equipment hatch for all moves, versus cutting a hole in the containment wall as some other utilities have done. For the replacement project, we are cutting the upper steam drum off of the old steam generators, setting them to the side, and then transporting the old lower steam generator assemblies out of the containment: As to the steam drum internals, they are being cut out of the steam drums ahead of time, with the drums to be set aside in the containment for installation of the new internals. The old lower assemblies will be lifted out and new ones brought in. Then the refurbished steam drums with internals will be welded back onto the new lower assemblies. The new steam drum internals, by the way, use a completely different design of moisture separators and steam dryers. Also, the moisture drain system is different." The trade magazine noted that specific information about this is proprietary under B&W's contract with Constellation Nuclear. [Source: Nuclear News, "The Nuclear News Interview", April 2003, p. 36] Feb 13: The cold spell has dampened the winter sport fishing here in Maryland, except for ice fishing through the foot-thick cover at Deep Creek Lake and the rockfish action in the waters warmed by Calvert Cliffs [Ref: Bill Burton, "Take Stock in Better Days", The Capital (Annapolis), February 13, 2003]. Feb 13: Deer population on the plant site and elsewhere in Calvert County is cause for concern. Vehicle accidents related to deer on the roads have been increasing in recent years. A natural resource manager for Maryland's state Department of Natural Resources was quoted in today's Washington Post as saying that deer population "has been increasing to a level that is not compatible with the natural environment ... One a habitat becomes over-browsed by deer it is very difficult to restore the understory forest habitat that is utilized by many bird species." The manager, W. Daniel Esteves, also reportedly noted that heightened security at Calvert Cliffs has made it impossible to implement a deer management program there. T02] Jan 9: In a corporate efficiency initiative, Calvert Cliffs has eliminated 126 positions since November 2002. Another 45 jobs could be eliminated in the coming months, although no more full time employees will lose their jobs. Only six of the affected workers have obtained jobs elsewhere in the company. The cuts represent about 10% of the workforce, which stood at 1,111 back on September 1, 2002. Amongst those laid off was the recently reelected state legislator Del. Anthony J. O'Donnell. O'Donnell has worked at the plant for 15 years, first as an I&C technician and most recently in the Emergency Preparedness group. The schedule, Fitch figures, "exposes CEG to plant outages that could continue into the peak summer season." Spreading the decommissioning liability over longer period is a major factor in predicted after-tax gain of about $ 140-million for next year. Dec 5: 73 positions were eliminated at Calvert Cliffs last week, as Constellation Energy Group seeks "cost efficiency". Spokesperson didn't specify what positions were cut, but said that safety and security were off-limits. Oct 31: The top quartile production cost (TQPC) initiative at Calvert Cliffs was touted by CEG president Michael Wallace in teleconference with financial analysts today. The process improvement and engineering aspects of the program involves employees looking at ways to streamline processes, increase generation, and reduce fuel and O&M costs. The goal of TQPC is to place all of CEG's baseload plants in the top 25% of comparable plants for cost, production, reliability and safety. Oct 31: With an eye on cracking the top quartile of INPO's liquid radwaste performance ratings, Calvert Cliffs has contracted with RWE Nukem for an advanced processing system. The system, called Alcon, is processing waste at the site now, for site-specific comparison testing. Similar systems have also been contracted for at Callaway, Palisades and Seabrook plants [Ref: "More Waste to Process for RWE Nukem", Nuclear Engineering International, Oct 31, 2002, p. 2]. Oct 10: This week, FERC approved restart of Cove Point LNG import facility, located about 4 miles from Calvert Cliffs. The facility is expected to be operational in a few months. Opponents included Sen. Mikulski (D-MD). The main argument against opening such a facility was the potential impact of an explosion on the nearby nuclear plant. Dominion Resources, which serves customers in Virginia, not Maryland, owns the Cove Point facility [Ref: Colin Sullivan (Greenwire staff writer), "FERC Acts On Southern RTO, Derivatives, Cove Point LNG Facility", Greenwire, October 10, 2002]. Sept 12: The last time Calvert Cliffs had a full emergency plan drill scheduled, it was cancelled because it was the same day as the events we know as "9/11". Sept 12: Maryland has 80,000 residents eligible to receive two free potassium iodide pills by virtue of their proximity to commercial nuclear power plants. 75% of these live within 10 miles of Calvert Cliffs. The state has distributed about half of its federally-supplied pills so far [Ref: Raymond McCaffrey (Washington Post Staff Writer), "Counties Conduct Nuclear Plant Emergency Drill", September 12, 2002, p. T2]. Sept 10: NRC categorized the "silent sirens" violation as a "white level finding", which is the lowest severity rating they use. NRC regulations require plants to have the capability to warn the local population within 15 minutes. But most of the sirens could not be activated during the period August 14, 2001 through November 5, 2001. The problem was traced to someone deleting an icon on computers in a Maryland 911 center. The utility plans to set up a single system instead of relying on the three local government siren systems in the future. The project is budgeted at $2-million. Aug 20: Calvert Cliffs was featured in national wire story about terrorism and spent fuel today. The article describes how the visitor center is now shuttered, and how the plant no longer gives out nice aereal photos showing location of such things as spent fuel pool and dry cask storage area.
