Callaway to boost capacity; $253 million upgrade planned to begin in mid-September
Installing new steam generators and turbine rotators will add 50 megawatts of electricity to Callaway's maximum production, increasing the plantŐs capacity to about 1200 megawatts. The work is set to start Sept. 16 and will shut the plant down for about 70 days. This is the biggest project planned at the plant since it opened in 1984, Ameren UE spokesman Mike Cleary said. The 70-feet-tall steam generators and 164-ton turbine rotators were manufactured in Europe and brought to Missouri by barge from New Orleans. The four steam generators cost $200 million, Cleary said, and the bill for the four rotators totaled $53 million. The company has been preparing for these upgrades for four years. In 1984, Ameren UE - then known as Union Electric - opened the plant at a cost of $3 billion. Part of the request (to cut a permanent access opening through the secondary shield wall to improve access to the sludge lance platforms) was approved, and that modification was done this year. Another part of the request, made with an eye towards maintaining the replacement steam generators expected to be installed during the 2005 refueling outage (RO 14), involved replacing the current steam lance platforms with bigger ones. Callaway wanted to use the ASCE 4-86 methodology to support this part of the request. On April 12, 2004, NRC requested additional information related to the use of the new analysis method. On July 2, Callaway informed NRC that they no longer wanted to pursue use of the method. The plant does want to pursue the platform project, however. There's still a related issue for which NRC requested more information: the application of leak-before-break (LBB) for the analysis of pressurizer surge line. Callaway had requested use of the LBB methodology for the accumulator, pressurizer surge, and residual heat removal ( RHR) lines to exclude the dynamic effects associated with large reactor coolant system branch line ruptures. NRC approved use of LBB for accumulator and RHR lines, but requested more information about pressurizer surge line. Calloway has committed to providing the information by November 30, 2004. NRC has closed out the original request file, and a new TAC number will be taken out when the additional information is submitted. The request was received after the deadline had passed and the basis cited for the request (akin to "please help us understand the basis for the order") was not one of the reasons the order described as acceptable for requesting a delay. The NRC reply was the bureaucratic equivalent of "how come nobody else had a problem understanding the basis of the order? Could it be they actually took the time to read the information we've previously provided?"
