* Browns Ferry had a checkered early history after it opened in the mid 1970s. In 1985, TVA shut the plant to make changes after a series of problems. Browns Ferry-1 restart cost approximately 5% more than its $1.8-billion budget

In its annual report filed this week TVA said the restart of the Browns Ferry Unit 1 nuclear reactor near Athens cost about $90 million more than its original $1.8 billion budget. The unit was restarted in May after being shut down in 1985 for safety reasons. The restart occurred after a five-year effort... In the management discussion of its fiscal 2007 annual report, the Tennessee Valley Authority reported that the cost overrun was due in part to preparing the reactor for a power uprate, so it can generate up to 20 percent more power than its current 1,155 megawatts.

Browns Ferry-1 has been up-and-down since May 2007 restart

Browns Ferry Unit 1 has been off-line five times since it returned to operation and the Nuclear Regulatory Commission recently conducted an enhanced inspection, trying to understand the reason for the unplanned shutdowns. The NRC has not yet released the findings from that inspection.

Browns Ferry - concern about effects of quarry proposed for nearby

An article in Athens, Alabama newspaper mentions that proposed quarry at Laughmiller Road near the town of Tanner os of concern in part because blasting at the site could cause problems at Browns Ferry Nuclear Plant.

News Sentinel business writer reports on standing-room only energy panel at the two-day Tennessee Valley Corridor 2007 National Summit. Tom Kilgore, TVA's president and CEO, touted the federal utility's restoration of the Unit 1 reactor at Browns Ferry. The reactor, which is being tested after first achieving a nuclear chain reaction last week, may begin producing electricity as early as this week, Kilgore said. He cited the low cost of nuclear fuel, along with the reliability and low emissions of nuclear power, as factors in restarting Browns Ferry 1 and potentially adding two or three more reactors to TVA's portfolio. "You can see why nuclear energy is part of our security and part of our economic development," Kilgore told the audience.

The summit also included panel discussions on issues like health care and maintaining the country's technical work force. On the latter subject, George Dials, general manager at the Y-12 National Security Complex, said that more than half of his work force could retire today if they chose. The difficulty of replacing those technicians, Dials said, is "the thing that worries me most about the future."

In 1998, TVA went from employing its own security officers to hiring a private security contractor. Eric McMillen, president of Local 22 of the United Government Security Workers of America, said the switch cut average hourly pay by about $4 to $12.85. A contract agreement with Pinkerton Government Services was accepted Friday by Browns Ferry security officers, by vote of 99-4. The contract increases pay of the 130 Pinkerton officers at Browns Ferry by 25 percent to 30 percent, improves family health care coverage and adds one more paid holiday for guards at Browns Ferry Nuclear Plant. "It's considerably more than what we anticipated," said McMillen, adding "I'm elated ... We got everything in our contract we asked for." TVA, the nation's largest public utility, stayed out of the contract talks. Browns Ferry spokesman Craig Beasley said, "TVA continues to expect Pinkerton to provide the security force that we need. We feel the nuclear plants are the most secure in the country and we're going to keep them that way."

Unit-1 restart status

Unit 1 restart activities are on schedule for restart in May 2007. Already complete is the replacement of the following: Drywell structural steel, Core Spray piping, Reactor Pressure Vessel safe ends, condenser tubes, turbine cross-over and cross-under piping, extraction Steam piping, and flow-assisted-corrosion-susceptible piping (carbon steel with chrome-moly) Major work-in-progress includes cable tray, conduit and support installation; large and small bore pipe replacement; pipe hanger installation; large pump and motor refurbishment; torus coating; Control Room Design Review modifications; turbine generator rewind; and Main Bank transformers. Public Information Session on License Renewal Review Process in Decatur, Alabama

NRC staff conducted a public information session in Decatur, Alabama, on the license renewal process. The session was prompted by the receipt of the license renewal application for the Browns Ferry Nuclear Plants, Units 1, 2, and 3. The staff placed advertisements in local newspapers and issued a press release announcing the information session. The License Renewal and Environmental Impacts Program staff was supported by the regional staff and the Office of General Counsel. Approximately 20 people attended the session. Public questions related mostly to the scoping requirement of the license renewal rule and the role of the Advisory Committee on Reactor Safeguards (ACRS).

Browns Ferry uprates, license renewals, and U-1 restart

TVA and NRR have had pre-application discussions regarding planned submittal of license renewal application for Browns Ferry Units 1, 2, and 3. The application is scheduled to be submitted in late December 2003. In the meantime, Unit 1 is expected to be undergoing restart. Extended power uprates will also be requested for all three units. Detailed discussions in the September 29 meeting centered on how TVA will identify temporary differences for Unit 1 until restart is completed and how Unit 1 will be identical to Units 2 and 3. TVA will also address in its application the effects of more than 17 years of lay up on the Unit 1 structures and components that are not being replaced during restart activities.

Green scissors authors ought to be careful with that thing

TVA spokesperson Lucha Ramey said increasing the generating power at Browns Ferry near Athens will pay for itself in eight years and be less expensive than the natural gas plant begun in Tullahoma, Tenn. The annual "Green Scissors" report by three NGOs had given a so-called "polluter pork" award to TVA for plans to spend $2.1 billion to restart the Unit 1 reactor at Browns Ferry. Ramey also took exception to the use of the term "pork" to describe this ratepayer-funded project. The NGOs noted that TVA had dropped the Tullahoma gas plant project in March 2002.
