Info from DOE EIA: Beaver Valley Power Station is a two-unit PWR site covering 500 acres of western Pennsylvania.

In 2002, Unit 1 had a capacity factor of 98.5 percent and supplied 6.99 billion kilowatthours of electricity. That's up from 84.4 percent and 5.99 billion kilowatthours in 2001.Ê Unit 1 is rated at 810 megawatts (net MWe).

Unit 2 had an annual capacity factor of 90.7 in 2002, down from 101.4 percent in 2001 (it was uprated from 810 to 831 MW(e). It generated 6.60 billion kilowatthours of electricity in 2002, down from 7.19 in 2001.Ê The Beaver Valley plant is owned (100 percent ownership) by the First Energy Nuclear Operating Corporation.Ê First Energy is the holding company for Ohio Edison, Cleveland Electric Illuminating Company, Toledo Edison, and the Pennsylvania Power Company. [update: FirstEnergy Nuclear Generation Corp. ("FENGenCo"), an indirect, wholly-owned subsidiary of FirstEnergy Corp., an Ohio corporation, has a 100% undivided ownership interest in Beaver Valley Power Station, Unit No.1 ("BVPS 1") and 87.42 % of the undivided ownership of the Perry Nuclear Power Plant [Ref: Jun 24 letter, ML111751678]

Beaver Valley - NRC concludes that allegation was not true (contract engineer on diesel generator project had alleged retaliation)

A contract engineer working for MPR Associates alleged that he was fired from Beaver Valley in October 2004 because of raising concerns related to the commercial grade dedication analysis and operator training presentation materials used for new voltage regulators on the emergency diesel generators. NRC's Office of Investigations initiated an investigation on August 31, 2005. The investigation is now complete, and NRC reports that testimonial and documentary evidence show that the engineer was not discriminated against for raising safety concerns. Rather, OI determined that his employer's decision was based on the engineerÕs performance and "a cultural mismatch." Specifically, the engineer was hard to work with, he/she did not accept feedback from team members and senior staff, and his/her authoritative style was counter to the MPR roundtable style where issues were open to discussion. MPR utilizes a very open culture in which personnel have to be willing to be challenged and accepting of feedback. MPR believed that due to the engineerÕs work background, he/she was uncomfortable with accepting feedback, which MPR stated led to an intolerable situation. MPR's actions were a result of an internal review of the engineerÕs performance that determined he/she was not able to work well with other MPR staff. OI further determined that MPR staff interviewed during the course of its investigation were adamant that raising concerns and technical disagreements are a regular occurrence at MPR and is encouraged. The September 6, 2006 letter from NRC Region I to Beaver Valley discussing the investigation results was released by NRC on September 22, 2006 as ACN ML062570210, the bulk of which is transcribed here.

Beaver Valley told NRC that it intends to thoroughly improve the license renewal application. The initial application, which failed the NRC acceptance review, was apparently a "turnkey" product by a contractor. Root cause evaluation of "the organizational issues and process factors that contributed to this failure" has been initiated. Submittal schedule is expected to be available in late May 2005, after scoping the work required. See full text of letter here.

Summary of Plant Status - January 1 - March 31, 2005

* Unit 1 operated at or near 100 percent power throughout the period.

* Unit 2 operated at or near 100 percent power throughout the period with some exceptions. On February 25, 2005, the unit experienced an unexpected trip of a heater drain pump, and reduced power to about 40 percent power. On March 4, 2005, following heater drain pump repairs, the unit raised power to 73 percent power until main condenser waterbox cleaning was accomplished, and achieved full power on March 6, 2005.

Improved Tech Specs amendment request combines both units into one set

By letter dated February 25, 2005, FirstEnergy Nuclear Operating Company submitted a license amendment application for conversion of the current Beaver Valley Power Station technical specifications to the ÒImproved Technical SpecificationsÓ as described in NUREG-1431, "Standard Technical Specifications for Westinghouse Plants." The current technical specifications for Unit 1 and Unit 2 will be consolidated into a single set of technical specifications applicable to both units. NRC staff is currently performing the required acceptance review of the application and, if found acceptable, will issue the review schedule.

Beaver Valley analysis of fire-induced LOCA risk related to cable-to-cable hot shorts

During original plant licensing of Beaver Valley Power Station Unit No. 2 (BVPS-2), a deviation was requested and granted from the requirements of NRC's Branch Technical Position (BTP) "Guidelines for Fire Protection for Nuclear Power Plants" (BTP CMEB 9.5-1), Section C.5.b, "Safe Shutdown Capability," associated with the Power Operated Relief Valves (PORVs) and block valve circuits. Recently, based on NRC guidance for postulating multiple hot shorts for Hi/Lo pressure interfaces, it has been determined that sufficient measures have not been provided to preclude a postulated fire-induced LOCA, since external cable-to-cable fire-induced hot shorts of the PORV circuits and the simultaneous failure of the PORV block valves were not fully considered.

Although the non-conforming condition exists, the condition and the potential consequences have been analyzed and it has been determined that the postulated condition does not adversely impact the plant's safe shutdown capability and hence is not a significant degradation of plant safety. Beaver Valley-2 has requested that the original approved deviation now be revised. The revised deviation would include the postulated multiple hot shorts (Hi/Lo pressure interface) scenario for cable-to-cable (inter-cable) fire-induced hot shorts for the PORVs with the simultaneous failure of the PORV block valves. The revised deviation also would include the additional fire areas where the PORV circuitry could be affected.

Including the extra postulated risk factors results in a total core damage frequency (CDF) of 3.46E-05 per year at BVPS-2, or an increase of just 3.3E-07 per year, and a total large early release frequency (LERF) of 1.14E-06 per year, or an increase in LERF of less than 4.0E-12 per year. This increase in CDF/LERF assumes that the manual operator actions (for de-energizing the circuit and/or closing the block valve) and fire brigade response is unsuccessful in preventing the fire induced spurious operation PORV LOCA. Typically, increases in CDF (or delta CDF) of less than 1.0E-06 and increases in LERF (or delta LERF) of less than 1.0E-07 are considered to be very small based on regulatory guidance (e.g., Regulatory Guide 1.174, Rev. 1). Therefore, the impact on CDF and LERF of this non-conforming condition that would result in a fire induced spurious PORV opening is likewise considered to be very small and of low risk significance.

More dissimilar alloy weld locations discovered by Beaver Valley

In January 2004, Beaver Valley received information from Westinghouse which indicated that Alloy 82/182 weld material was used to weld the Unit 1 Pressurizer spray and relief valve nozzles. This is contrary to the previous information supplied by Westinghouse, which stated that stainless steel weld material was used for those nozzle welds. Upon BVPS request, Westinghouse subsequently confirmed that Alloy 82/182 weld material had been used on the spray and relief valve nozzles on the BVPS Unit 1 pressurizer. This issue was entered into the BVPS corrective action program. Therefore, on February 11, an "Addition to Table 1-A" was provided to NRC as a supplement to the Table 1-A submitted to NRC in Beaver Valley's January 24, 2003 Reply to RAI re: Bulletin 2002-01. The RAI from NRC had requested details regarding the examination of Alloy 600 pressure boundary material and dissimilar metal Alloy 82/182 welds and connections in the reactor coolant pressure boundary. The locations previously specified by Beaver Valley were based on a review of component drawings and a referenced Westinghouse report. The new "Addition to Table 1-A" addresses the recently discovered additional locations of Alloy 82/182 weld material at BVPS Unit 1. No changes to the BVPS Unit 2 locations listed in Table 1-B were identified by Beaver Valley's recent review.

Steam generator tube inspection and repair details expected to be removed from tech specs

In light of NRC's drafting of a Generic Letter related to the subject, Beaver Valley has withdrawn its June 2003 license amendment request, which was geared to clarify the definition of steam generator tube inspection and the criteria for steam generator tube repair. FirstEnergy will instead participate in a coordinated Industry response to the proposed Generic Letter when it is issued. The letter also noted that the tech specs may not long be the place for such definitions -- Catawba is the lead plant for "the steam generator Generic Licensing Change Package (GLCP)" which is expected to include the use of non-tech-spec documents for steam generator program details.

Beaver Valley license renewal application to be filed in 2004

Fenoc plans to submit license renewal requests for both Beaver Valley units in 2004, according to comments made by Fenoc President Gary Leidich at a December 3 meeting of financial analysts. The current Beaver Valley-1 license expires in 2016, and Beaver Valley-2's in 2027.
