Info from DOE EIA, June 24, 2003: Arkansas Nuclear One (ANO) power plant actually contains two reactors (the second being designated either ANO-2 or Arkansas Nuclear One unit 2).Ê The plant is located on a 1,100-acre site in Pope County.Ê The Dardanelle Reservoir, a lake covering 34,300 acres, is used for the plantÕs cooling system. In 2001, Unit 1 had a capacity factor of 92.8 percent and supplied 6.80 billion kilowatthours of electricity.Ê In 2002, it was shut down for much of October resulting in a drop of 233.4 million kilowatthours (3 percent) in annual output. Unit 2 was among the world leaders in capacity utilization, averaging 106.3 percent.Ê It produced 7.99 billion kilowatthours, and slightly more in 2002.Ê Both reactors were recently up rated in capacity.Ê Unit 1 up from 836 to 846 net MWe;Ê Unit 2 up from 858 to 930 net MWe. NRC's Safety Evaluation agreed that removing this tech spec would be consistent with the qualitative standard enunciated by the Atomic Safety and Licensing Appeal Board in Portland General Electric Co. (Trojan Nuclear Plant), ALAB-531, 9 NRC 263, 273 (1979): "[T]here is neither a statutory nor a regulatory requirement that every operational detail set forth in an applicant's safety analysis report (or equivalent) be subject to a technical specification, to be included in the license as an absolute condition of operation which is legally binding upon the licensee unless and until changed with specific Commission approval. Rather, as best we can discern it, the contemplation of both the Act and the regulations is that technical specifications are to be reserved for those matters as to which the imposition of rigid conditions or limitations upon reactor operation is deemed necessary to obviate the possibility of an abnormal situation or event giving rise to an immediate threat to the public health and safety." NRC's evaluation points out that other tech specs, such as those limiting leakage from RCS, are adequate to ensure RCS structural integrity when the plant is operating, and that the tech spec's wording seems to make normal outage-related activities problematic, such as removal of RCS manways and reactor vessel head. "The licensee states that maintaining a program-type requirement within an LCO creates significant interpretation issues for Operations personnel." May 12, 2005 ANO-2 tops in 2002-2004 US capacity factor ranking The American Nuclear Society's monthly magazine Nuclear News calculated net capacity factors for the 104 US nuclear plants over past three years, and ANO-2 ranked at the top, with a factor of 102.36%, based on Design Electrical Rating. This is a bit misleading, since ANO-2 received permission to bost thermal power by 7.5% in April 2002, and this is the largest uprate in the industry which has not been accompanied by a higher DER. The unit was then returned to 100 percent RTP and remained there throughout the remainder of the period. Unit 2 began the period at 100 percent RTP and remained there until March 9, 2005, when the unit was shut down for Refueling Outage 2R17, 6 days earlier than previously scheduled due to concerns with a leaking tube in Steam Generator A. The heatup/cooldown rate limits are based, rather, on staying within the envelope addressed by fatigue analysis. At ANO, five hundred heatup and cooldown cycles (350 for the replacement steam generator) were considered in the fatigue analysis during the design life of the components in the reactor coolant system with heating and cooling at a rate of 100 ¡F/hour between 70¡F and 545 ¡F (200 ¡F/hour between 70 ¡F and 653 ¡F for the pressurizer). ANO proposes to retain the heatup/cooldown rate limits, but the tech specs are not the proper place. NRC has decided that these recombiners can safely be removed in plants meeting certain common conditions. He joins Senior Resident Inspector Rick Deese at the site. Mr. Crowe joined the NRC as a project engineer in the Region IV office in Arlington, Texas, in December 2001, where he was assigned to the Division of Reactor Projects as a project engineer. Prior to that, he spent five years as a licensed operator instructor with General Physics Corporation, and 11 years at Comanche. Mr. Crowe and his wife, Linda, will reside in Russellville.
September 11, 2003 Examples of security improvements at Arkansas Nuclear One Phil Fisher (Arkansas Nuclear One), cited by Misty Hale, "Unity in 9/11 aftermath: Area emergency officials working together more than ever", The Courier (Russellville, Arkansas), September 11, 2003 ... no threats have been directed specifically at nuclear plants since Sept. 11. General threats, however, have led to several upgrades in security at the plant. One of these changes affects local fishermen. Boaters were previously allowed to fish near the intake and discharge canals on Lake Dardanelle, but those areas have since been cordoned off. Plant officials have also set up permanent checkpoints at site boundaries, where they check people and vehicles coming on site. Surveillance on shorelines and boundaries is constant now, Fisher said. Background checks on current and new employees have been stepped up, and random searches are performed on employee vehicles. A supply warehouse has been moved further away from both reactors, and everything inside is X-rayed or otherwise searched, Fisher said. Additional concrete barriers have been added near the reactors as well. One of three entrances to the plant was closed, and a bus route through the plant was rechanneled. The plant also stepped up security patrols, and officers spend more time at the firing range, Fisher said. June 12, 2003 Who should benefit from low cost of Arkansas Nuclear One? Louisiana Public Service Commission filed a contention last week with the Federal Energy Regulatory Commission, arguing that Entergy should not charge such significantly higher rates in Louisiana as compared with the rates Entergy charges in Arkansas. The power generated in Louisiana is mainly from natural gas-fueled plants. Arkansas plants are mostly coal and nuclear. Natural gas prices are way up over the past three years. Louisiana wants Arkansas customers to pay $200-million to $400-million per year of the higher bills expected by Louisiana customers in near future. Entergy and Arkansas think Arkansas should continue to benefit from their choice made amongst competing generating methods, just as they bore the higher capital costs involved with those choices. Louisiana notes that FERC has previosly held that Entergy should keep production costs at its regulated subsidiaries "roughly equal". There's still room for disagreement. Entergy says if you look at the costs over a long period of time, like the 1986-2010 "System Agreement" period, the costs are roughly equal. Louisiana says that use of a 12-month period for comparison is the method Entergy has used in the past, and argues it is unreasonable to switch to 20-yr method now. The replacement project is scheduled for 2005. The replacement is projected to allow avoiding $215-million in extra maintenance costs. Unit 2's steam generators were replaced in 2000. Mims from River Bend to manage the Arkansas Nuclear One steam generator replacement project. Mr. Mims was general manager of plant operations at River Bend. [Source: Nuclear News, "People", April 2003, p. 72] March 25: An Arkansas National Guard unit based in Little Rock spent yesterday and today at Arkansas Nuclear One conducting training exercises and reviewing plant security procedures. Additional Guard exercises will be held at the plant in comng months. The Governor deployed a Guard unit at the plant in response to 9/11, but there's been no such activation since. According to Associated Press, equipment being used by the guard unit this week included a helicopter, a light armored vehicle, and several other tactical units. The light armored vehicle was the same type being used by reconnaissance units in Iraq. Plant officials met last week with officials from the Russellville Police Department, Pope County sheriff's office, state police, National Guard and the Arkansas Department of Emergency Management to discuss potential security-related emergencies. ANO spokesperson Phil Fisher told AP he feels confident that ANO is secure against any attacks.
